At the mid-term stage, key highlights of project achievement are: 1 . Restored agricultural livelihoods of 160,861 beneficiaries (112 percent of mid-term target; 89 percent of project target) through 2,164 subprojects of the labor-intensive community infrastructure repair program comprising cash for work or inputs for assets (IFA). 2 . The labor-intensive program has rebuilt or rehabilitated irrigation systems (4,694 ha), water supply systems (203 m) and rural roads (3,254 km), while making a significant impact on afforestation (1,772 ha) and soil and water conservation (7,091 ha) efforts. 3 . Under the IFA program alone, farmers have leveraged the seeds and fertilizer earned through the program to produce an estimated 98,717 metric tonnes of maize, according to the Ministry of Agriculture, Irrigation and Water Development. 4 . Procured and distributed over 52,500 metric tonnes of maize (105% of project target) to 563,562 flood-affected people (113% of project target) through the National Food Reserve Agency (NFRA) and the World Food Programme (WFP). 5 . The procurement of maize was achieved through direct contracting and auctioning, the latter allowing both smallholder farmers and traders to sell maize to NFRA. This followed the fulfillment of all three withdrawal conditions in February 2016 (within six months of project effectiveness) for the release the remaining IDA funding (US$6 million) to Government for the purchase of maize and a study commissioned by the Government on Review Modalities for Drawdown of Grain from the Strategic Grain Reserve for Emergency and Non-Emergency Purposes. 6 . Reconstructed or rehabilitated community infrastructure including over 17 km of roads (79% of mid-term target), 946m of bridges and culverts (127% of project target), 388 small-scale irrigation schemes and rural water supply schemes (85% of mid-term target); 10.6 km of flood protection structures; and 20 primary schools (74 classrooms) (80 percent of mid-term target) for primary schools. 7 . In particular, the irrigation and water supply subcomponent has made a significant impact. The 335 irrigation schemes have expanded hectarage under irrigation by 60 percent, from 4,356 ha to 6,972 ha, benefitting 7,831 households. The 53 water supply schemes (boreholes and piped water systems) have reached 140,000 households. 8 . After a slow start, the health sector has shown dramatic improvement over the last implementation review period of December 2016-September 2017. All seven health center schemes have been awarded to contractors, who are soon to commence, including the reconstruction of two relocated health centers and the rehabilitation of five other health centers. 9 . Conducted comprehensive capacity assessment of DoDMA, informing capacity building plans 10 . Trained 10 out of the 15 District Civil Protection Committees (DCPCs) representing a total of 80 district-level technical personnel in PDNA methodology. 11 . Facilitated institutionalization of the National Disaster Resilience Framework (NDRF) as a systematic framework for operationalizing recovery needs, prioritizing the implementation of recovery interventions, and guiding the allocation of recovery investments. 12 . Disseminated, in all target districts, the Safer House Construction Guidelines as a tool promoting local practices and low-cost technologies and identifying strategies for multi-hazard risk reduction.
