In addition, the issues identified during the mid-term review are continuously being addressed by the Egyptian Government. The Inclusive Housing Finance Program is currently on track to meet its development objective. The Program for Results (PforR) is contributing to improving the affordability of formal housing for low-income households in Egypt and to the strengthening of the Social Housing and Mortgage Finance Fund's (SHMFF) capacity to design policies and coordinate programs in the social housing sector. The delivery of demand-side subsidies for ownership is progressing well with 280,290 households benefiting from the Program since its inception. The majority of project beneficiaries belong to the bottom 40% of the country’s population. The Program continues to have a profound impact on gender with 20% of beneficiaries being women. It also continues serving beneficiaries with informal revenues. Institutional strengthening and capacity building indicators are also progressing well. SHMFF continues strengthening its internal capacity in order to fulfil its mandate effectively, particularly in the area of IT. Regarding the lack of progress on both private sector participation on affordable housing and affordable rental components, the Government of Egypt has taken significant steps to correct this trajectory. Significant progress has been made in the area of private sector participation in affordable housing, with government counterparts and private sector developers reaching an agreement on new guidelines for a Public Private Partnership (PPP) in October 2019. The new guidelines have been approved by the Board of SHMFF and New Urban Communities Authority (NUCA). The Government has also agreed to continue exploring new actions to move forward with the implementation of the revamped rental component, which is part of the proposed Additional Financing. The World Bank team jointly with the government of Egypt will continue supporting the effective implementation of the Program.
