This would be achieved by investing in: (i) upgrading infrastructure services, (ii) restoring and preserving the existing cultural heritage assets, and (iii) promoting high value-added agriculture and countryside tourism. Progress has been made since the last Bank mission although it is behind the schedule. The disbursement is even lower than the physical progress mainly due to the high portion of retention, slow submission or low quality of contractors' invoices and long time approving procedure. An amount of US$3.1 million has been replenished to the Designated Account in early November, with expected similar WA amounts to be submitted in Dec and January. With 99 out of 131 contracts (i.e., 76%) implemented, the loan saving can be forecasted as over US$17 million and PMO/PIU are preparing the plan to utilize the loan saving. This is encouraged by the Bank under the pre-condition that all existing contracts shall start their implementation by Q1 2018 and the newly proposed activities shall be ready for implementation no later than June 2018. PMO/PIUs were encouraged to strengthen their project management and speed up the disbursement per the contract. A 2-page monthly progress report shall be submitted to the Bank starting from Dec 2017 so that the Bank task team and the PMO/PIUs can work closed to expedited the satisfactory implementation of the project. The data collection approach including site survey (by sampling) and physical output data from project information management system. Some PDO level targets achieved mostly just because they are set at the low level - i.e. beneficiary from one road or two roads built in the same villages would be almost the same. No evaluative data were included and the Bank team has suggested PMO to include some further project impact analysis in the late implementation stage as the remedy to assess the PDO at the project completion.
