Cable Address: INDEVAS OFFICIAL DOCUMENTS A r- 2018 His Excellency Issa Doubragne Minister of Economic Planning and Development Ministry of Economic Planning and Development N'Djamdna Republic of Chad Republic of Chad: Value Chain Support Project (IDA Grant No.H955-TD) Amendment to the Financing Agreement Excellency: We refer to the Financing Agreement (the "Agreement") for the Value Chain Support Project, dated June 20, 2014, between the Republic of Chad (the "Recipient") and the International Development Association (the "Association") and the letter from the Ministry of Economic Planning and Development dated October 3, 2016, requesting a Project restructuring. We are pleased to inform you that the Association hereby proposes to amend the Agreement as follows: 1. Paragraph 2 of Part A of Schedule 1 (Project Description) to the Agreement shall be deleted. 2. Paragraph 1 of Part B of Schedule 1 (Project Description) to the Agreement shall be amended to read as follows: "1. Carrying out a program of activities aimed at improving meat and milk facilities, through: (a) rehabilitation and refurbishing meat slaughterhouses and slaughter areas in N'djamena and its suburbs, including minor construction work for a shelter for women; (b) acquisition and installation of equipment and solid waste management systems in said slaughterhouses and slaughter areas; (c) provision of mobile cold chain systems such as refrigerated transportation equipment to related federations; and (d) construction of milk collection and processing centers including minor construction work for a shelter for women to facilitate commercialization of milk, and provision of equipment for milk collection and conservation. 3. New paragraphs 4 and 5 shall be added to Section I.F of Schedule 2, to read as follows: "4. The Recipient shall ensure that no activities are carried out under the Project which would involve, or result in, the involuntary taking of land resulting in relocation or loss of shelter, loss of assets or access to assets, loss of income sources or means of livelihood, or involving the involuntary restriction of access to legally designated parks and protected areas. -2- 5. The Recipient shall ensure that any ESMP prepared under Section F.1 above includes measures designed to prevent gender-based violence and sexual exploitation, child labor/exploitation, vulnerability and social inclusion aspects and abuse, and to handle those events and report them to the relevant authorities and to the Association should they occur." 4. The table in paragraph 2 of Section IV. A of Schedule 2 to the Agreement shall be revised as set forth in the Annex to this letter. All other provisions of the Agreement, except as amended herein, shall remain in full force in effect. Please indicate your agreement with the foregoing, on behalf of the Recipient, by countersigning and dating below on the two original copies of this letter provided and returning one countersigned original to us. Upon receipt by the Association of the original of this letter countersigned by you, this amendment shall become effective as of the date of countersignature.
