The disbursement rate has improved substantially over the last 6 months. Progress has been most visible in the importation of improved breeding stock for cattle and sheep and the ongoing trials for new vegetable varieties, as well as in the procurement of a new mobile slaughter unit which started servicing Upolu in early 2016. The project team, along with their partners the Small Business Enterprise Centre and the Development Bank of Samoa, have progressed significantly with the third intake of beneficiaries under the Matching Grant Program. As of October 2016, 528 famers signed matching grants agreement with a combined amount of near SAT 5.4 million. Among these, 325 farmers have also signed a loan agreement of the Development Bank of Samoa for a total amount of about SAT 2.1 million. The project has also made significant contributions to strengthening the institutional capacity at MAF, with the Crops and Livestock divisions better equipped to support project-financed activities and enhance their overall support to improving agriculture productivity and competitiveness in Samoa. Continued investment in improving extension services and farmer training will be essential to ensuring that the gains from SACEP are sustainable.
