The PDO and Implementation Progress Ratings have been kept at Moderately Unsatisfactory due to delayed overall implementation that has resulted in low disbursement, despite some progress and improved disbursement since October 2016. The ratings will be revisited after the next mission planned for mid-April subject to agreement with Government counterparts. The following key actions were agreed with the government in June 2017: • Revert to typical procurement arrangements for World Bank financed projects, i.e., make the implementing agency (the Cabinet Secretariat) responsible for the management of project procurement with the involvement of the Project Implementation Unit and the beneficiary agencies; • Complete the preparation of bidding documents for the Disaster Recovery Center and the Data Production Solution; and • Finalize the selection process for the National Enterprise Architecture and Interoperability Framework assignment.
