Amendment to Amendment No. 3 to the Administration Arrangement between the Netherlands, acting
     through its Minister for Foreign Trade and Development Cooperation, and the International Bank for
        Reconstruction and Development and the International Development Association regarding the
                               State- and Peace-Building Multi-Donor Trust Fund

                  (Trust Fund No. TF072722 parallel to original Trust Fund No. TF071021)

1.       Reference is made to Amendment No. 3 the Administration Arrangement between the Netherlands,
acting through its Minister for Foreign Trade and Development Cooperation (the “Donor”) and the
International Bank for Reconstruction and Development and the International Development Association
(collectively, the “Bank” and together with the Donor, the “Participants” and each a “Participant”) regarding
the State- and Peace-Building Multi-Donor Trust Fund (Trust Fund No. TF072722 parallel to original Trust
Fund No. TF071021) (the “Trust Fund”) effective as of November 28, 2018, (“Amendment No. 3”).

2.        The Participants have mutually decided to amend paragraph 2 of Amendment No. 3 to read as follows:

          “2.     The Bank acknowledges that the Donor has decided to provide the sum of five million nine
          hundred thousand Euros (EUR 5,900,000) (the “Contribution”) for the Trust Fund in accordance with
          the provisions of the Administration Arrangement.”

3.        All other provisions of Amendment No. 3 will remain the same.

4.       Each of the Participants represents, by confirming its acceptance below, that it is authorized to enter
into this Amendment and act in accordance with its provisions. The Bank and the Donor are each requested
to sign and date this Amendment, and upon possession by the Bank of this fully signed Amendment, this
Amendment will come into effect as of the date of the last signature.
