The Program legal documents were signed in May 2019 and the Program is expected to become effective in August 2019. The Program was successfully launched on June 5, 2019 in Beijing. The event was attended by the Vice Governor of Guizhou Province, senior officials from the central government including National Development and Reform Commission, Ministry of Finance and Ministry of Civil Affairs, the leadership of Department of Civil Affairs and the Program prefectures. The management of both the World Bank and the AFD participated in the event. The event was broadly covered by the domestic media. The service providers report to CABs on the number of elderly who received the basic package of aged care services (and individual characteristics such as ID, address, age, gender, and so on) and, the services provided (by tier, and type of services ), based on the contract/Memorandum of Understanding between the CAB and the service providers. CABs verify the service provision (system verification through spot checks with an appropriate sample size of the elderly population registered to receive services, not inspection) through a third party and make payments to the service providers.
