As of December 13, 2018, the cumulative disbursement to IDA Credit No. 5777-KH were US$3.62 million or about 24 percent of the total financing of US$15 million. Diligence is needed by the Government as any further procurement or implementation delays could affect achievement of project deliverables. Component 1: Fisheries and Aquatic Resources Management in Northern Cambodia – FiA The core project activities for component 1 are to improve the management of fish and aquatic resources in selected areas in Kratie and Stung Treng province through implementation of co-management of fishery resources which support establishment of seventy fully-functioning fishing communities (CFis), implementation of small-scale infrastructure and demarcation development projects, and enhancement of fisher community 3/4/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Mekong Integrated Water Resources Management Project- Phase III (P148647) livelihoods. The Project’s Fisheries Management Guidelines were developed and disseminated and trainings on implementation of the Guidelines were provided to relevant project implementers at provincial level. The IFeRDI/FiA has the necessary equipment and transport and are aware of the tasks to be achieved. Two key firm contracts for design and construction of hatchery station in Stueng Treng and two office buildings are being procured and the firm contracts are expected to be awarded by September 2019. Component 2: Water Resources Management in Northern Cambodia This component focuses on improving water resources monitoring and management in Northeastern Cambodia in the 3S and the 4P sub-basin and support trans-boundary dialogue with neighboring country. The implementation of the project has advanced its progress since the previous mission including establishment of the technical sub-groups, completion of the construction of four PDoWRAM Office buildings and purchasing of needed equipment. Thus far, The project encountered significant issues regarding a major delay of WRM firm selection for more than one year. In early December 2018, the CNMC/MoWRAM proceeded with the selection of the WRM firm to the negotiation stage with supports from eWater advisory firm. As a result, the firm contract was awarded and onboard in early February, 2019. The CNMC/MoWRAM is intensively working with the WRM firm to develop concrete roadmaps of the project to ensure the implementation of the WRM activities progresses smoothly and timely. With the resumption of the key project activities including building a robust 3S/4P sub- basin with functional WRM models and functioning CFis in Steung Treng and Kratie. In addition, the target communities for the first two PDO indicators, number of direct beneficiaries and functional Community Fishery organizations, have been selected and baseline surveys completed. For the third indicator, the functional water resource models, an advisory firm has been mobilized and is providing technical support to the Government. The firm to build the water resource models was mobilized in early February 2018. For the fourth indicator, exchange of data between Vietnam and Cambodia, there is an on-going transboundary dialogue process between Vietnam and Cambodia to agree on new institutional mechanisms to strengthen transboundary cooperation, including through increased data exchange, funded by the IWRMP Phase I project and undertaken in conjunction with this project and the IWRMP Phase 2 in Vietnam. The countries have jointly developed and agreed on the Transboundary WRM action plan and expected to finalize the mechanisms and the action plan in May 2019.
