This was mainly because of: (i) complex implementation arrangements; and (ii) weak implementation capacity within SADC-Sec and UFS. However, the implementation has kicked off during FY17 following the establishment of the Groundwater Management Institute (GMI) with the needed staffing early in FY17 and the official project launch in September 2016. In terms of disbursements, as at May 10, 2017, total disbursements to the project amounted to USD 1.23 M representing 12.04 % of the signed amount.
