Has the Project Development Objective been changed since Board Approval of the Project Objective? No PHRPDODEL Components Name Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO  Moderately Satisfactory  Moderately Satisfactory Overall Implementation Progress (IP)  Moderately Satisfactory  Moderately Satisfactory Implementation Status and Key Decisions Progress toward achievement of the Project Development Objective is currently rated moderately satisfactory, with project indicators and intermediate results largely met or exceeded. Support and buy-in from a broad range of Solomon Island counterparts including communities, provincial governments and line Ministries, particularly the Royal Solomon Islands Police Force (RSIPF), remains strong. The project is expanding into a third province, and negotiations over possible expansion into a fourth province are underway. Maintaining this momentum as the project consolidates its operations in the initial two provinces and expands into the two further provinces will be the key challenge going forward. Broader national discussions about the nature of local-level governance and community-state linkages sparked by 12/7/2017 Page 1 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Solomon Islands Community Governance Project (P147005) this project will be important to the continuing success of the project. Risks Overall Risk Rating Risk Category Rating at Approval Previous Rating Current Rating Overall  --  Substantial  Substantial Comments The substantial risk rating (unchanged from the previous ISR) is justified by: (a) the relative newness of the project endeavor (anticipated at the outset to be the first project in a 10-15 year commitment to achieving results in local-level governance across the nation); (b) the low capacity of the PMU to support the consolidation and expansion of the project; and (c) the extremely limited fiscal resources available to provinces to fund the salaries of the COs (their contribution to the project and a clear signal of their ownership/buy-in), which is unlikely to change in the near future given the overall fiscal crisis in Solomon Islands. It will not change until a new survey is conducted at the end of the project. The cumulative target value for both of these two indicators for this stage of the project is 60% - so at 59% and 77% respectively the project is tracking well. It will not change until a new survey is conducted at the end of the project. The cumulative target value for this stage of the project is 60% - so at 68% the project is tracking well. 12/7/2017 Page 3 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Solomon Islands Community Governance Project (P147005) Overall Comments Intermediate Results Indicators PHINDIRITBL (Component 1: Revitalizing Government-Community Linkages) Participating provincial governments (number) (Amount(USD), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 2.00 3.00 4.00 Date 05-Nov-2014 10-Mar-2017 20-Nov-2017 30-Apr-2019 Comments The reason the number of participating provinces is higher than at the time of the last ISR, but the number of COs recruited and inducted is the same, is because Malaita has joined the project but its recruitment of CLOs is still in process. Note that on the third component of this indicator (number of public officials visiting), it has not been possible to obtain an updated figure relative to the 444 entered at the time of the last ISR, for the cumulative total to the end of December 2016. We will continue to work on this so that at the time of the next ISR, we have an updated figure for the cumulative total to the end of December 2017. (Note that the cumulative target for this stage of the project for the third component of this indicator is 320, so the project is well exceeding that.) The entry for the sub-indicator (satisfactory rating of performance) at the time of the last ISR was incorrect: it should have been 63%, as measured by the beneficiary survey conducted for the mid-term review. This has been corrected in the current ISR. Note that this only reflects the assessment of COs' performance by communities, not the assessment by provincial coordinators (which is meant to be a second input to the overall assessment), because provincial coordinators have not been in place in both Renbel and Makira sufficiently long for the assessment of all COs to have been conducted.
