As a result of power shortages in Ethiopia, the Government had imposed a moratorium on grid extension and rural access during 2008-2010, and the project activities were delayed by two years. Thereafter on November 15, 2011, the Government submitted a request to Page 1 of 7 The World Bank Report No: ISR9515 extend the Credit Closing Date, which was accepted by the Bank. On review of this request, the Credit Closing Date has been extended up to November 30th, 2013. Grid-based Rural Electrification component: The original scope of this component was to electrify 265 rural towns and villages throughout the country, serving an estimated 108,000 consumers. The project scope was expanded to include 100 additional rural towns to serve an estimated 286,000 consumers. The work is EEPCO's responsibility and financed under Public Disclosure Copy its own budget. Construction activities are on going in the targeted localities. However, work progress was slower than planned in some areas because of heavy rains. Overall delays are under assessment by the Project Unit. Even if substantial additional time is needed to complete the work, it is expected that all activities will be completed by the credit closing date of November 30, 2013. Off Grid Component: The Rural Electrification Fund (REF) Project Operations Manual has been revised to facilitate support for import of about 500,000 solar lanterns by private suppliers for low-income rural households. It has also awarded the contract for 25,000 solar home systems and launch the works in December 2012. The design and technical specifications for 5 micro hydro schemes are under development. The corresponding environmental and social impact assessments are also under preparation. GPOBA: The implementation of this Grant was delayed for about two years due to a supply crisis that hit Ethiopia in 2008-2010, and the resulting moratorium on residential connections. However, implementation since June 2011 has made small progress. As of February 2013, 55,687 customers have been registered to receive connection. About 36,031 customers have concluded credit agreements with the utility and 26,712 households have been connected under GPOBA program. 45,558 Compact Fluorescent Lamps (CFL) were also distributed. Since May 2012, the implementation progress has slowed down due to lack of meters in EEPCo’s stock. EEPCO signed recently a contract with a supplier and resume connection from February 2013. It is expected that EEPCO will connect only 100,000 customers by the Grant closing date (ie June 30, 2013).
