The parent project, Education Sector Reform Project Phase II (PARSET2) and its Additional Financing (AF) focus primarily on: (i) improving teaching and learning conditions in primary schools nationwide and in upper secondary schools in selected areas, and (ii) strengthening the system to facilitate evidence-based decision-making in the education sector. The parent project was approved on 21-June 2013, signed on 11- October 2013, became effective on 08-January -2014, and had the closing date of 31-October 2018. However, this closing date was extended to 31-October 2020, to be in line with the closing date of the AF that was approved on 23-June 2017, signed on 07-July 2017, became effective on 01- August 2017 and expected to close by 31-October 2020. The Project is progressing well. Progress by component. All the components of the parent project have either been fully implemented or are near completion. Also implementation of all components of the AF is progressing well. In August 2018 , the project team and the Bank team agreed on a comprehensive Action Plan which is still currently being implemented. Component 1 - Improving teaching and learning conditions in primary schools. This component has four sub-components. Due to the additional financing, the number of teachers to be trained has been largely expanded (from 1,620 to 9,000); also the geographical coverage moved from 5 regions to 23 regions (or the whole country). Sub-component 1.1: Quality Infrastructure and School Furniture. This sub-component has been fully implemented and completed. Sub-component 1.2: Teaching and Learning Materials. The remaining programs and curricula for secondary school textbooks have been completed, and the curricula are available. All programs, curricula, and textbooks from primary to end of high school are now available and the copyrights belong to the Chadian government. For quality assurance, an external validation of all the documents produced under the leadership of the CNC and PARSET2's financing, initially planned for the first quarter of 2019 is now expected to take place before October 2019 the month by which it has been recommended for this sub-component to be achieved. Subcomponent 1.3: Community Teacher Training and Management. Implementation of this subcomponent is progressing well. From the parent project, all 360 CT2s have completed their training and received their certificates. The selection of 4,500 CT1s to move to CT2 is complete, and they have started their training in October 2018 across the country's 22 ENIBs. These CT1s have received their stipends while in training. An additional 4,500 CT1s will start training in October and the MENPC has been asking to produce the plan to accommodate all 9,000 CT1s in the ENIBs and at the same time ensure there will be no shortage of teachers in the classrooms. Sub-component 1.4: Deworming all primary school-age children. This sub-component has stalled because of the vendor that has been selected to procure the drugs. The distribution strategy is finalized and the drugs were expected to be received by end of December 2018. The drugs delivered in December 2018 did not meet the minimum medical standards e.g. the boxes did not display legible expiration dates. The vendor was asked to rectify this. A second delivery of drugs was done in May 2019 and still the drugs did not meet the minimum medical standards, this time a sample of drugs has even been remitted to a laboratory for testing and the results are still awaited. The ministry is in the process of canceling the contract and launch a new call for proposals. It is now expected that the first distribution of the drug to children will happen in November 2019. Component 2: Improving Teaching and Learning in Upper Secondary Schools. This component has the following two sub-components of which the implementation of activities are progressing well: Sub-component 2.1: Teacher Training and Sub-sector Strategy. This sub-component has been completed. Sub-component 2.2: Teaching and Learning Materials. All key actors like librarians, school directors, and teachers have been trained on Digitization and Library Management in August 2018 by an international firm. All the 31 libraries in 30 Upper Secondary schools (15 physical and 16 virtual libraries with one poor high school with both a physical and a virtual library), have been constructed and delivered. Tablets are available and all materials such as generators, shelves, tables, chairs have been acquired. Internet connection is now also available. The major roadblock is the contract for the digitalization of textbooks and the purchase of other textbooks which was rejected by the IGE because they considered that a firm that presented a better offer was not rejected and the contract offered to another firm with a much higher financial offer with similar quality. Another call for buying textbooks has been issued and the process is underway. Component 3: Project Management and Monitoring and Evaluation. This component has the two following sub-components: Sub-component 3.1: Project Management. The project is well managed and implemented by the Project Coordination Unit (PCU), which is well equipped (with human resources, computer equipment, etc.) to carry out its mandate. The project coordinator is now a retired civil servant since March 2019. Because of his strong performance managing the unit and the project, the Minister has asked that he be maintained and hired as a consultant. The team is agreeable to that as long as it is consistent with procurement rules. The contract for hiring the coordinator should be signed soon. Sub-component 3.2: Monitoring and Evaluation (M&E). The PCU has a qualified Monitoring & Evaluation Specialist who follows up all the activities of the parent project as well as the Additional Financing. The "Schema Directeur de l'Informatique" which is going to govern the ministry's information system has been adopted and a consultant has been hired to propose its operationalization. This is still underway. Component 4: Stabilizing Community Teachers in Schools and Classrooms. This component has the following two subcomponents which implementation is progressing well: Sub-component 4.1: Payment of Subsidies to Community Teachers. This sub-component has finally taken off. CTs received their first payment in February 2019. In total, 10,099 CTs have received three months of subsidies (October-December 2018) and another 7,835 CTs have received three months of arrears. A disbursement of USD 18 million will be released by July 5, 2019 to cover the January-September 2019 period. It is expected that CTs will receive their payment in three installments. This payment will help ensure that the school year 2019-2020 will start on time and without a strike as is usual in the Chadian education system. Sub-component 4.2: Mechanism/Method of Community Teachers' Payment of Subsidies. MENPC has signed contracts with Airtel and Tigo however the latter is not delivering due to its own institutional issues. MENPC will negotiate with Tigo to ensure CTs who have a Tigo number and Tigo Cash will receive their payment. Procurement for the equipment of the platform which will be the interface with the mobile phone companies has started. It was initially expected that the platform would be operational in February 2019 but this has been delayed to October 2019 before the start of the next school year.
