Implementation progress continues to be variable across components and activities, and across regions and woredas (districts). Overall, the ambitious targets set for the year were only partially met, signaling the need for more realistic targets in coming years and addressing key implementation bottlenecks, which include local capacity of implementation agencies, procurement, technical review and quality of investments, and coordination between components and implementation agencies. However, it should be noted that there was an acceleration in implementation towards the end of Public Disclosure Copy the FY, and evidence that capacity and local commitment to project implementation is growing.
