The project became effective on July 28, 2011. Procurement process is on going for reconstruction sub-projects in two neighborhoods. The process is slow due to the complexity of this type of operations in challenging environments. The informal nature of many affected neighborhoods, the pre- Page 1 of 4 The World Bank Report No: ISR6226 earthquake deficit and substandard quality of the housing stock and infrastructure and vulnerability of many sites make the whole reconstruction process even more challenging. It proved difficult to convince households to participate and invest in housing construction projects without prior improvement in access to basic services in those neighborhoods. An adjustment to the strategy which aimed at first providing safe homes is needed to increase the volume of financing for infrastructures versus houses. . Furthermore, the target group structure turned out to be quite different from what had been expected: the vast majority, almost 80% are former renters and therefore not eligible for direct subsidies reconstruction. Public Disclosure Copy Thus, a considerable improvement of the rental housing stock would be needed. Until recently, the Lack of a leading government agency with a clear mandate for housing, absence of policy decisions, , including a possible definition of housing standards and their applicability, lack of clear communication on incentive packages to be provided to beneficiaries to repair or reconstruct residential housing, have severely hampered implementation in many reconstruction projects. This contributed to create unreasonable expectations in the population and media, confusion with implementation agencies who had to define their own rules. The establishment of the "Unite de Construction des Logements et Bâtiments Publics" (UCLBP) with a clear mandate to guide policy decision in reconstruction is a important step towards addressing this issue.
