The implementation progress has improved with tangible progress evident. All the twelve major contracts are either completed or nearing completion or execution is advancing. Those completed include: (a) an office complex for Kenya Civil Aviation Authority (KCAA) and the access road; (b) supply and installation of air navigation equipment, thus enhancing the safety of the Kenyan airspace; (c) emergency activities at JKIA including international passenger arrival terminal facility at Jomo Kenyatta International Airport (JKIA), Nairobi; lounges for airlines; (d) acquisition of fire tenders, and (e) Webuye-Kitale road section (60km), except for the additional works on one interchange at Webuye which will be completed in the next five months, which will requires monitoring. 2. The implementation of the recently awarded contracts that will need close monitoring to ensure their completion before the credit closing date of December 31, 2018 include: (a) construction of two additional lanes along Athi River-Machakos turn off (21km) road section; (b) an office block to house the headquarters for KeNHA and other road sub-sector institutions; (c) reconstruction of Kakamega-Webuye road section (40km); (d) expansion of Kisumu Boys-Mamboleo (4.5km); and (e) construction of two interchanges at Kericho and Ahero respectively. 3. All the five feasibility studies and detailed engineering designs of the selected five road sections will be completed in the next five months and include: (a) Mombasa Northern Bypass; (b) Lake Victoria ring road; (c) Malindi-Gaissa- Madogo; (d) Nakuru-Loruk-Marich Pass; (e) Nakuru-Nyahururu-Marua. 4. Activities under KAA that had been delayed have commenced with implementation of some advanced. Notably the detailed design for augmenting water supply at MIA; Kisumu Airport and JKIA will be completed in the next one month. The supervision consultancy for the rehabilitation of the runway at MIA has been cleared by the Bank and the request for proposal for the selection of a consultant to design power upgrade a MIA has been cleared by the Bank and KAA will invite proposals shortly. 5. Kenya obtained category 1 status allowing for direct flights to the US and other destinations in the world thereby opening up opportunities for business for the country. 6. The Development of a regulatory framework for railways in Kenya is being finalized and will be completed by the end of July 2017. All the agreed reforms implemented by Government and Kenya achieved Category 1 status allowing directs flights from Kenya to US and other destinations. Disbursement levels increased in the last quarter of the financial year after National Treasury addressing the budgetary allocation inadequacies leading to about US$94 million disbursed to-date in FY2017, highest in the IDA Kenya portfolio. Meanwhile the land acquisition issues largely have largely been addressed allowing contractors to proceed with works uninterrupted.
