The Bank noted with satisfaction that the organizational review of targeted Ministries has been completed, new organizational frameworks have been prepared, and new HR practices have started. The Bank also noted with satisfaction that the YP program is underway, and that the analytical and political work underpinning the pension reform continued to advance well with a new organic law on the three levels of public administration promulgated and a new law on civil servants' status adopted by Parliament, awaiting its promulgation. The Bank encourages the project to continue accelerating the execution of its activities, namely in regards to the launching of the pension fund. Key Decision: The Bank agreed with the project on the following: 1. Facilitate a Government decision on the final Pension Funds design based on project inputs 2. Secure the launching fund of the pension fund in an escrow account 3. Facilitate the integration of Capacity Development activities steered by SENAREC in support of the preparation of an Additional Financing 4. The indicators which have not yet advanced are all related to the pension fund. By design, these indicators can only show progress when the pension fund is launched. At that point in time, it is expected that these indicators will improve significantly, rather than show an incremental increase.
