It was agreed that the results of all these studies will be presented to policy-makers in accessible language, highlighting the importance of these ecosystems for the country's economy and making the case for conservation measures to be financed by public funds after the project's closure. Indicator 2 (Management plans are prepared for each selected site and under implementation): the management plans for the Birougou and Loango national parks (incorporating the Birougou, Setté Cama and Petit Loango Ramsar sites) have been developed and anti-poaching activities are regularly financed by the project. The Bas-Ogooué management plan is expected by the end of 2019 as previously reported. Although this plan is not yet available, the project is already supporting management activities (monitoring, population consultation, awareness raising). In addition (under Component 2), the project has operationalized 2 surveillance antennas for the Bas-Ogooué Ramsar site. The surveillance antennas at Birougou have not yet been constructed, while gold mining in this park is gaining momentum. To address this situation, the implementing agency has decided to revise its surveillance strategy and allocate part of the funds for the antenna works to reinforced surveillance patrols. Therefore, of the 3 planned sites for the antennas, only one will be built at the point most exposed to the intrusion of gold miners. It was agreed that the construction of the retained antenna will be initiated as soon as possible. Moreover, under Component 2, the project is supporting anti-poaching activities whore periodic reports show satisfactory results on the Birougou Ramsar site; the areas covered by the anti-poaching activities increased by 46% compared to 2017, thanks to the intervention of the project. In addition, under Component 2, the project is supporting the implementation of 10 Income Generating Activities (IGAs): 3 on tourism, 4 on fisheries, 1 on Non-Timber Forest Product (NTFP) and 2 on agriculture. The financing for the other 4 (2 tourism, 2 fishing) is planned by June 2019. Indicator 3 (A national wetlands management strategy is developed): as reported in the previous ISR, the results of the studies recently completed under Indicator 1 will be used to develop the strategy in 2019. The TORs for this activity have been developed and the consultant for this task is expected to be recruited by end-March 2019. In addition, under Component 3, the project has supported the implementation of activities to set up an institutional framework conducive to the sustainable management of wetlands at national and local levels (establishment of the National Ramsar Committee, the Ramsar subcommittees at the selected sites, among others).
