The program will use carbon-linked results based payment scheme to support the implementation of the Government of Senegal's plan to scale up and accelerate the pace of rural electrification by private concessionaires and other project operators. The coupon scheme has been designed and field tested through a pilot. Results of the pilot were reviewed during the mission, and found to be satisfactory. During the review of the pilot results, following observations were made. 1. Before wider roll out of the coupon scheme, ASER would need to finetune the design of the coupon scheme incorporating the findings of the pilot and sign agreements with the concessionaires to comply with the key protocols of the coupon scheme including prior approval, coupon eligibility, regular reporting of connections, transfer of rights to emission reductions, etc. 2. ASER shall establish a web-based platform/application for easy administration of coupons and connection data.
