The status of project implementation continues to improve, with an increase in the disbursement rate from 61% in December 2018 to 75% as of June 2019. Project implementation has made significant progress in the past year, with some highlights presented below : 7/18/2019 Page 1 of 9 The World Bank Implementation Status & Results Report Dem Rep Congo - Western Growth Poles (P124720) - Significant increase in the availability, distribution, and uptake of improved planting materials (cassava, rice, oil palm seedlings) resulting in increased crop productivity, - Rehabilitation of 515 km of rural access roads, which impacted the rural population and businesses in the area considerably by reducing travel times from 129 hours before rehabilitation to 15 hours currently, and concomitant reduction on the price of the transport of people and goods. - Organization of 36,422 farmer households in 301 agricultural cooperatives, including 170 in cassava, 39 in rice and 92 in palm oil. However, the investment to increase value addition of the agriculture produce (rice, cassava, and palm oil) in the targeted region is lagging behind, largely due to difficulties encountered with getting the equipment shipped and cleared, delays due to weather conditions which prevented the firms involved to progress with auxiliary infrastructure works to ensure adequate power supply to the processing zones, etc. - Core AZES (Agence de Régulation des ZES) staff comprising of 4 technicians and a CEO have been shortlisted following a competitive recruitment carried out by an international firm. It is expected that the new President will select the AZES CEO from the IDA-approved shortlist of 3 candidates. - The international consortium IOS-CPCS was hired by the project to elaborate implementation regulations of the 2015 ZES law, to update the demand study and to assist the Government in selecting a zone developer and concluding a Public Private Partnership (PPP). An international selection process was launched in 2018 to hire a well-reputed zone developer, with seven international/national companies responding to the Call for Expression of interest. A shortlist was approved, and the final candidate has been invited for PPP negotiations with support from the transaction adviser in mid-July 2019. - Post Mid-Term review, the scope of infrastructure financing was reduced to the construction of a fence around the 211 hectares of Maluku SEZ land to secure the zone.
