The World Bank Implementation Status & Results Report Economic Opportunities for Jordanians and Syrian Refugees P4R (P159522) Economic Opportunities for Jordanians and Syrian Refugees P4R (P159522) MIDDLE EAST AND NORTH AFRICA | Jordan | Finance, Competitiveness and Innovation Global Practice | Requesting Unit: MNC02 | Responsible Unit: GFCME IBRD/IDA | Program-for-Results Financing | FY 2017 | Team Leader(s): Meriem Ait Ali Slimane Seq No: 5 | ARCHIVED on 07-Jan-2019 | ISR35084 | Created by: Fahma B. Nur on 27-Nov-2018 | Modified by: Meriem Ait Ali Slimane on 21-Dec-2018 Program Development Objectives Program Development Objective (from Program Appraisal Document) PDO: " Improve Economic Opportunities for Jordanians and Syrian refugees in Jordan" Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO Satisfactory Satisfactory Overall Implementation Progress (IP) Satisfactory Moderately Satisfactory Implementation Status and Key Decisions The number of issued work permits has not reached its target for 2018 due to several administrative obstacles (42,899 work permits have been issued from January 1 to December 6, 2018, versus a target of 90,000 by December 31, 2018). This indicator does not reflect anymore the reality of Syrian employment. The number of Syrians working in Jordan is much higher than the number of Syrians holding a work permit, as shown by two studies issued in 2018: the Economic Research Forum study and the FAFO Institute study, both issued in 2018. The latter showed that for every Syrian holding a work permit, two other Syrians are employed without a work permit. The World Bank team is supporting the Ministry of Labor to design a new approach allowing Syrians to work without recourse to work permits and in compliance with the Labor Law. The other aspects of the project - investment climate reform, trade facilitation and investment promotion - are progressing very well and are on track or ahead of the targets.
