There is strong country ownership of the project and effective oversight in place for the project activities. The Project Implementing Agency Group (PIAG), the Technical Advisory Committee (TAC) and Project Steering Committee (PSC) have been instrumental in moving project implementation forward. The Project has disbursed 64% of its total funds ($5.53 million), which represents a significant increase from 45% at the time of mid-term review (MTR) which took place in April 2018. A summary of implementation progress and an assessment of project performance under each of the components are as follows: COMPONENT 1: IMPROVING THE PROTECTION REGIME OF MARINE AND COASTAL ECOSYSTEMS (US$2.5 Million) The activities under this component are progressing well and showing visible results. The project has delivered and exceeded the outcome indicators of expanding and securing MPAs from 13% to 20.2% of territorial waters (405,512.67 hectares), and marine replenishment (no-take zones) from approximately 2% to 3.1% (58,699.38 hectares). The project has also delivered on the mangrove regulations which have subsequently passed into legislation, draft revision of the Coastal Zone Management (CZM) Act and Regulations, while the activity related to development of National Fisheries Policy, Strategy and Action Plan is ongoing. The procurement process for State of the Coast Report 2019 is ongoing and expected to be finalized shortly. Activities supported by the CZMAI, including Water Quality Monitoring, Coastal Planning, coastal planning and coastal and marine data center are all on track and expected to be finalized by end of the Project. Biological assessments have been conducted for the Spiny Lobster and for the Queen Conch which will provide recommendations (i.e. allocation of quota) for the managed access zones. The target indicator for repopulation of coral reefs in replenishments zones has been achieved, with 6 coral sites restored in each SWCMR and TAMR. COMPONENT 2: PROMOTION OF VIABLE ALTERNATIVE LIVELIHOODS (US$2.1 Million) The activities under this component has faced some initial implementation delays. However, there has been significant progress made since the time of the mid-term review with ten projects developed and two under development. Considering scaling down of the targeted number of sub- projects from twenty to ten, which was approved as part of the recent Project restructuring, the Project is expected to meet its targets. However, it will be important the accelerated implementation of the planned activities for each sub-project, including by completing pending procurement processes for sub-projects under implementation, meeting necessary social and environmental safeguards requirements for all sub-projects, and finalizing the concepts for the two sub-projects that are currently under development. Complementary to the sub-projects, skills training has been successfully delivered to the targeted communities in several areas, including food preparation, cosmetology, electrical and computer repairs, among others. COMPONENT 3: RAISING AWARENESS AND BUILDING LOCAL CAPACITY (US$0.62 Million) Component is progressing well and is on track to achieve its outcome indicator. MCCAP has been instrumental in raising awareness about climate change among the fishers and communities and building capacity in ways that can change behavior. A communication campaign has been implemented successfully in the twelve communities with several promotional items developed and distributed. Also, one of the important achievements of the Project is the integration of climate change in secondary schools’ curriculum which has been fully endorsed by the Ministry of Education. A final Knowledge, Attitude and Practice survey (KAP) will be conducted in the coming months. In addition, several education and outreach activities including trainings and knowledge exchange were delivered to various stakeholders, such as government officials, communities, youth, women, etc. COMPONENT 4: PROJECT MANAGEMENT, MONITORING, AND ASSESSMENT (US$0.31 Million) The MCCAP PIAG consisting of the Project Manager, Senior Technical Officer and Administrative Assistant is in place and performing well. The project Procurement Officer stationed at PACT (the National Implementing Entity - NIE) and fiduciary manager were available to provide fiduciary services from the onset. MCCAP Monitoring & Evaluation (M&E) has foundation in the Project Results Framework which has been operational and facilitating timely tracking of results and progress towards projects objectives. However, even though the Project reporting has been solid this component has faced some challenges related to M&E, which has been resolved in recently approved Project Restructuring, including revisions of the Results Framework to include appropriate and measurable results indicators that reflect intended project outcomes and impacts. There are 1,231 fishers living in the MCCAP targeted communities who fish at SWCMR, CBWS, and TAMR. This totals an estimated 6,438 people in these households.
