In October 2018, the project was granted a nine-month extension to its closing date, which has been revised to July 31, 2019. The project has been successful in increasing youth participant incomes and promoting financial inclusion. The project has transferred over PGK20.5 million (US$6.2 million) in stipends and established more than 17,800 bank accounts for youth. Most youth originate from poor settlement areas in the National Capital District with 33% of youth participants reported never having attended highs school and 70% reported (40% female) never having a waged job. 74% of youth accepted into the project had never had a bank account (41% female). Increase in Short-Term Employment Opportunities and Employment Skills. Approximately 815,000 labor days have been generated, exceeding the target of 660,000. Approximately 18,500 youth have completed the Basic Life-Skills Training; almost 8,500 youth have graduated from the Youth Job Corp’s public works scheme with a further 3,500 completing the project’s Extended Skills Works; about 4,500 have completed Pre-Employment Training and over 2,800 graduated from On-the-Job Training (95% of the 3,000 target). Of the 289 youth that scored the lowest in the numeracy and literacy test entering the Adult Literacy & Livelihoods Pilot, 225 have completed the 60-day training. There is also evidence of longer-term positive outcomes for youth participants beyond employment; and that the project is held in high regard by the public. As part of the project’s evaluation, additional data was collected for an impact evaluation to determine whether the UYEP I is achieving its development objectives. The impact evaluation confirms the following: (i) increased youth employment; (ii) increased youth employability; and (iii) increased perceptions of youth resiliency to crime and violence. However, in the 2017 Follow-Up Survey (FUS), was conducted on a sample of youth between six months and two years after their participation in UYEP. 41% of the OJTs in this group reported that they had been employed, full-time or part-time, in the six months prior to the survey.
