This activity is part of the Strengthening Disaster Resilience in Sub-Saharan Africa Program, which is an initiative of the Africa, Caribbean and Pacific (ACP) Group of States, financed by the European Union (EU) and implemented by the World Bank. The ACP-EU cooperation program has the overall objective to strengthen the resilience of sub-Saharan African regions, countries and communities to the impacts of natural disasters, including the potential impacts of climate change, in order to reduce poverty and promote sustainable development. This program supports the Economic Community of Central African States (ECCAS) with a grant of US$ 5 million (excluding 10% for supervision), which is implemented as both Bank executed activity (US$ 2.5 million) and recipient executed – ECCAS executed activity (US$ 2.5 million). The project mentioned here covers the recipient executed activities. 2. The development objective of the project is to strengthen the disaster risk reduction collaboration, coordination, planning, policy advisory and knowledge dissemination capacity of ECCAS to better serve its member states. 3. The project is defined by 5 major components: Component 1: Regional Hazards/vulnerability identification and Risk mapping, Component 2: Capacity Building for Disaster Risk Reduction/Climate Change Adaptation (DRR/CCA), Component 3: Strengthening of Policy Dialogue and legislation on DRM, Component 4: Enhance The World Bank Strengthening DRM Capacity in ECCAS (P166648) Regional Capacity for Preparedness, Response & Post Disaster Assessment and Recovery/Reconstruction Planning, Component 5: Implementation technical and coordination capacity at the ECCAS Secretariat. 4. Implementation is now back on track to achieving its objectives after past delays. The ECCAS Secretariat, and its DRM Unit in particular, has strengthened its implementation and coordination capacity on DRM and regional DRR policy dialogue. Main results as of July 2019 are the following: (a) PIU is fully staffed and operational. All new members have been trained in World Bank procedures; (b) 7th DRR Central Africa Platform organized in collaboration with the Government of Burundi (January 28 to February 1st, 2019) in Bujumbura with 80 Participants (including 14 women): experts from ECCAS Member States, representatives from the Parliamentary Network for Disaster Resilience in Central Africa (REPARC), national societies of the International Committee of the Red Cross (ICRC) and managers of NGOs; (c) Two national PDNA/DRF trainings were undertaken in N’Djamena, Chad (April 1-5) with 65 participants (including 12 women) and in Bangui (July 22-26) with 50 participants (including 16 women); (d) A regional hazard vulnerability and risk assessment is undergoing: final proposals will be opened for selection early August 2019 by a technical subcommittee including a panel of 4 experts from the region (Commission Internationale du Bassin Congo-Oubangui-Sangha (CICOS), Commission du Bassin du Lac Tchad (CBLT), Civil Protection from CAR and Remote sensing from Cameroon); (e) Two DRM Masters internships in ECCAS DRM unit are ongoing (three-month duration): one from N’Djaména’s University working on “Overview of natural hazards in Central Africa, initiatives and constraints in disaster risk reduction”, and one from ENSAF Congo Brazzaville (National School of Agronomy and Forestry) working on “Urban resilience: vulnerabilities of populations to the risk of floods and landslides in Central Africa.” (f) ToRs and expression of interest notices for various activities have been developed: (i) Reinforcing Member states DRM focal point units; (ii) Review of national/regional policies and legislation on DRR/CCA to develop and align national strategies and plan of actions to Sendai Framework; (g) ECCAS Parliamentary Network for Disaster Resilience (REPARC) has been strengthened and Second annual meeting organized in January 2019 in Bujumbura, Burundi; (h) ECCAS DRM Unit experts and ECCAS parliamentarians from REPARC have participated to major international events (GP for DRR and WRC4 in Geneva in May); (i) In the framework of the regional Gender analysis and a draft ECCAS Strategy and Action Plan for mainstreaming Gender in DRR/CCA (under the BE Grant), a consultation meeting was held in Libreville with ECCAS DRM team on June 20 and 21, 2019. B. Rationale for Restructuring 5. This project is part of Result Area 2 of the “Building Disaster Resilience in Sub-Saharan Africa” Initiative, which is coordinated by GFDRR and has a budget of EUR 20 million. The total budget available for ECCAS activities is US$ 5 million. The grant was intended to be implemented in two phases: Phase I recipient-executed activities, totaling $1.265 million and Phase II totaling $1.235 million for which we are presenting this Additional Financing and Restructuring. FMS has confirmed there are no outstanding audit reports under this project. The World Bank Strengthening DRM Capacity in ECCAS (P166648) II. DESCRIPTION OF PROPOSED CHANGES 6. This project paper includes: 1) an Additional Financing for US$1,235,000 to scale up activities; and 2) a 5- month of extension of the original? closing date. There are no changes to the Project PDOs, the geographic scope of the project, and no new safeguards policies have been triggered. 7. For the Additional Financing, in addition to support PIU functioning and operation for 5 more months as proposed above, the project will have a stronger focus on policy guidance and support to ECCAS member states, as well as strengthening flood management in the ECCAS region which will also help increase the target numbers for the result indicators which will be defined and revised through next ISR, including: (a) Under Component 1, the budget for phase 2 will be $400,000 which will cover ECCAS’ activity on the regional hazards/vulnerability identification and risks mapping with a focus on major trans-boundary hazards; (b) Under Component 2, the budget for phase 2 will be $172,000, which will support ECCAS in (i) reinforcing member states capacity building and institutional strengthening, ensuring that member states’ capacity on DRM/CCA is enhanced and awareness is raised on improving DRM measures implementation; (ii) building regional practice research and capacity building collaboration with Academic/Technical centers of excellence, including internships for students; and (iii) supporting Gender mainstreaming of ECCAS Gender Action Plan in the DRR/CCA plan of Action;. (c) Under Component 3, the budget for phase 2 will be $220,000, which will cover the review of national and regional policies and legislations on disaster risk reduction and climate change adaptation to promote regional harmonization and coordination at regional level. Workshops and seminars on sensitization of ECCAS Parliamentary Network for Disaster Resilience (REPARC) will be organized to promote DRR in national legislation; and an 8th Central Africa DRR Platform and 4th DRR Ministerial Conference will also be organized; (d) Under Component 4, the budget for phase 2 will be $114,000, which will cover training national of sectoral experts on assessment, planning and coordination of post-disaster needs and recovery framework. (e) Under Component 5, the budget for phase 2 will be $329,000, which will cover the general administrative costs of the Project Implementation Unit, staffing and equipment, including a Senior DRM Specialist, an Administrative and Financial Specialist, a Procurement Specialist, an Accountant, a DRM Junior expert and a Monitoring and Evaluation Specialist. 8. In addition, the Restructuring also includes the exclusion of non-consulting services and taxes from the current Grant Agreement. The Grant Agreement signed on June 27, 2018 has mistakenly included the above expenses as the eligible cost. The task team has been advised to conduct the subsequent review to check if the project has claimed any non-consulting services and taxes. If there have been claims, the Bank can declare it ineligible and seek refund from the recipient.
