Project Development Objective(s) Proposed Development Objective(s) To increase the effectiveness of the OGP MDTF’s support to recipients by enhancing the role of the OGP Support Unit. Key Results This will be achieved by (i) ensuring strategic input from OGP on emerging needs of OGP participating Public Disclosure Copy countries and linking the MDTF to overall OGP strategy; (ii) facilitating capacity and coalition building activities to government and civil society to ensure ambitious design and implementation of open government reforms; and (iii) promoting lessons learned on a collaborative approach to transparent, participatory and accountable reforms to be scaled up to more OGP/IDA countries D. Preliminary Description Activities/Components Activities for this grant are organized under four components: Component 1: Strengthen the design, execution and monitoring of the OGP MDTF’s grant/award making and implementation processes. This component focuses on improving the effectiveness of the OGP MDTF programs in addressing the needs and gaps identified in OGP countries in line with the shared goals of the World Bank and OGP. This entails providing input, analysis, and dissemination of information in order improve the effectiveness of the OGP MDTF Implementation Team in managing its programs. Activities under this component are: 1. Provide strategic advice on the scope of activities, outputs, terms of reference for awardees, proposal process, and selection criteria for each of the MDTF’s programmatic windows. 2. Oversee the consistency of OGP MDTF programs with OGP strategy, principles and processes. 3. Provide communications and outreach support for the various OGP MDTF activities to raise awareness about the opportunities offered by the OGP MDTF. Component 2: Enhance the quality of multistakeholder dialogue for improved effectiveness of open government reforms at the country and local levels. This component is geared towards strengthening the dialogue and constructive engagement between government and civil society to collaborate towards more impactful open government reforms. The focus will be on supporting reform actors supported by the OGP Oct 22, 2019 Page 3 of 6 The World Bank OGP MDTF Implementation Team Support MDTF by leveraging the country and contextual experience of OGP Support Unit staff. The main activities under this component are: 1. Convene and build coalitions with relevant government and civil society actors to support strategic dialogue and meet the objectives of OGP MDTF the grants or awards. 2. Broker technical or strategic support for MDTF recipients by leveraging the World Bank and OGP’s network of experts to facilitate recipient’s work processes and help implement policies. Component 3: Knowledge and learning for improved OGP MDTF and project results. The objectives of this component are to strengthen the OGP Support Unit’s capacities for adaptive learning and open government. This component will focus on generating operational learning to improve project design and share lessons learned with other stakeholders active to facilitate and strengthen ambitious and credibly implemented open government reforms in more OGP countries. Public Disclosure Copy Activities under this component include: 1. Develop tools and mechanisms to capture and share knowledge from the MDTF that is applicable to the wider OGP community. 2. Prepare and organize peer-learning workshops between MDTF and non-MDTF recipients in OGP to advance learning around the successes and challenges of co-creation and implementation of reforms. Component 4: Project management. This component aims to support carrying out the day-to-day project implementation and monitoring, all through the provision of consultant services (including audit), Operating Costs, and Training. The grant will finance staff costs for the OGP Support Unit (up to the grant amount), as agreed with the OGP MDTF Council, composed of donors, government and civil society representatives of the OGP Steering Committee, and the World Bank. The grant will finance operating costs, as part of the contribution to achieving the objectives of the OGP MDTF. Staff recruited for the OGP Support Unit have the responsibility of carrying out and reporting on the activities described below. The activities financed under the Project will be implemented over three years. Over the period of the grant, specific activities will be implemented to achieve the objectives. The screening included (i) any material impacts, positive or negative, on the biophysical environment, human health and safety, lands, livelihoods and property, cultural heritage etc.; (ii) any induced, indirect or delayed impacts through intellectual products or advice produced under the project. The screening is based on a detailed review of the conceptual project design provided by the team, and is informed by both the descriptions in the conceptual design and their interpretation and assessment against the ESF-ESS and regarding ES risks, using professional experience and judgement.
