Representatives from all three states participated. This project is designed to test methodologies for removing barriers and improving the access of these extremely poor and vulnerable ethnic communities to state and federal programs and projects, hence, it is directly contributory to the goal of eradicating extreme poverty in Brazil. The design of the project focuses on strengthening quilombola organizations, improving their access to information, and providing specialized technical assistance for community sustainable development planning. The JSDF grants in each state Public Disclosure Copy are managed by the rural development units (linked to World Bank loans) and although the grants are small, totaling together US$1.9 m., the projects have already exceeded their original targets both for some results and at least one impact indicator*. What is most remarkable about these three JSDF projects are the larger effects they are having on quilombola issues in Ceará, Pernambuco and Bahia, where they have contributed significantly to: raising the visibility of quilombola issues; forging partnerships among communities, state quilombola movements, and multiple government agencies; and leveraging additional resources. Some examples include the following. · Bahia: The JSDF project has contributed to the recent creation of five Regional Quilombola Councils and a State Quilombola Council, and the insertion of quilombola issues into state policies, programs and projects, such as Projeto Produzir and Projeto Gente de Valor; · Ceará: The JSDF project has worked closely with the Quilombola Movement in the state; contributed to state-wide quilombola conferences and the creation of the Instituto dos Quilombolas Rurais do Ceará (IQUIRCE); and lead to the creation of a State Program (Projeto Zumbi), which has allocated 0.5 million Brazilian reais to support productive inclusion activities in 16 Quilombola communities (benefiting 220 families); · Pernambuco # The JSDF project has set the stage for the recently issuance by the Governor of Pernambuco of State Decree 38960/2012, ruling the State Policy for Land Regularization and Sustainable Development of Quilombola Communities. * One project impact indicator is an increase of 35% in the number of quilombola associations formed and functional, and both Ceará and Pernambuco have achieved a 40% increase while Bahia achieved a 43% increase with regards to the initial number of targeted communities.
