Thisincluded project sensitization and awareness to various stakeholders, recruitment of staff in the Project Implementation Unit, launch of the project baseline study, and launch of the first call for proposals for the productive alliances. The achievement of the project development objective is still on track, but more effort is needed to accelerate implementation progress. The following key decisions have been made: 1. In view of slow pace of implementation, an action plan has been prepared and agreed aimed at increasing project execution, and hence disbursement rate. The action plan prioritizes pressure points where increased expenditures can be attained in the coming months. Acceleration of establishment of Productive Alliances, which holds the bulk of the project budget: While waiting for the recruitment of the independent broker to support horizontal alliances, the first call for concept notes/proposals has been launched and the project will target any potential farmer organizations and cooperatives, that can be supported by respective government agribusiness officers in the various districts. 3. The project's Grievance Redress Mechanism (GRM) is in final stages of preparation and should be rolled out soon. The project will utilize GRM structures for ASWAp Support Project II in district that coincides with AGCOM. For other districts, separate GRM structures will have to be established, and further supported to build capacity for proper functionalism. 4. Contingent Emergency Response Component (CERC) Activation: In response to the Cyclone Idai, Government has requested for activation of the CERC to the tune of US$20 million. The CERC instruments (CERC manual and ESMF addendum) have been prepared and disbursement is expected to take place soon.
