The regional approach adopted for this operation will produce economies of scale, facilitate knowledge exchange, and support the regional harmonization agenda on REDD+ and sustainable forest management. Public Disclosure Copy The Regional REDD+ Project was approved on July 14th, 2011 by the World Bank Board. The project became effective on November 29th, 2011. The launching workshop was organized in Bangui-CAR on March 13-14, 2012. The Project Implementation Unit (PIU) has been fully operational since July 2012. The Project is seen as a catalyst for REDD+ in the Congo Basin region and has made significant progress to (i) provide support to the REDD+ coordination institutions at national level, (ii) strengthen regional coordination on REDD+ (joint submission to SBTSA) in international fora, (iii) improve scientific knowledge on Central African forests’ contribution carbon sequestration, (iv) to communicate findings and share results with other partners involved in REDD+ to create synergies and partnerships. After some early delays in procurement, the contracting process for the four main contracts (Comp. 1b- Participatory approach to REDD+, Comp. 2b- Elaboration of Allometric Equations, Comp. 3a- REDD+ project Incubator and Comp. 3b- Regional Environmental and Social Assessment of REDD+; total amount: 4.5 million USD), have all now been signed as of July and August and activities have begun. Experts from these firms (1. IUCN, 2. ONFI / TEREA / NATURE + consortium, 3. ONFI / Winrock / WWF / WCS and 4. BRLi) began service during July to October 2013. For each, launch meetings helped to define the conditions of implementation, expected results, and arrangements for monitoring and planning activities. One final contract for technical assistance on REDD issues is in the final stages of negotiation and will be completed in November 2013, with activities to begin shortly afterwards. The PMU has continued to strengthen regional coordination among the countries of the Congo Basin with a workshop in September in preparation for participation and a joint technical contribution to the Conference of Parties to be held in November in Warsaw, Poland. These efforts have contributed to greater visibility of the Congo Basin countries’ negotiators and positions, through the issuing of the second and third “common position” papers in international UNFCCC negotiations. In terms of country-specific activities (sub-component 1c), training workshops for national coordination teams were organized in Cameroon, Congo and DRC. Study exchange experiences were organized in Kisangani in the DRC to allow representatives of the six countries to visit pilot projects, share experiences and stimulate learning that would contribute to the countries’ participation in the international negotiations. The other three countries participate by invitation in exchanges and workshops, but not (so far) in country level activities. Progress toward achievement of GEO/PDO is rated Satisfactory. Activities on the ground have been started now, after some delays in procurement process. Four main contracts have been signed; One remaining contract will be signed within a month.
