No The World Bank Children and Youth Protection Project (P158791) I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING The original US$ 600 million loan (IBRD-86330) was approved by the Board of Directors in June 2016, and the US$ 450 million additional financing (IBRD-89030) was approved in November 2018. The PDOs are to: (i) expand coverage of the Family Allowances programs; and (ii) improve transparency of social protection programs implemented by the National Administration of Social Security (ANSES). The implementing agencies are the ANSES and the Ministry of Health and Social Development (MSDS). The project comprises four components: a) Universal Child Allowance (AUH) Program Financing; b) closing the coverage gaps of the AUH program; c) institutional strengthening of ANSES on information procedures and transparency and project management; d) institutional strengthening of MSDS and Project Management. Progress towards the achievement of the Project Development Objectives (PDOs) is rated Satisfactory, as is the Overall Implementation Progress (IP). All other Key Project Ratings are also rated Satisfactory. The overall rating of the Systematic Operations Risk-rating Tool continues to be Moderate. The project does not have any outstanding audit reports nor there are audit reports which are not satisfactory to the Bank. The Environmental Assessment remains rated C-Not Required, and no new safeguards will be triggered as part of this restructuring. As of October 2019, the overall project has disbursed 74 percent of the total US$ 1.05 billion of both loans, mainly through the Disbursement Linked Indicators (DLI) component that reimburses for expenditures on AUH benefits. So far, the project has been so successful that it has already surpassed the original PDO end target of including 500,000 children in the family allowance programs. By the end of 2018, around one million children had been included and around 350 thousand of them are now covered by one of the family allowance programs run by ANSES. Major loan savings have been achieved during project implementation due to cost-effective strategies to include children in ANSES programs, in particular the web services with RENAPER (Registro Nacional de las Personas); and the considerable devaluation of the Argentina peso compared to the dollar. During the mid-term review, the government and Bank team discussed the possibility of using loan savings to finance additional activities that were not included in the original design of the project. These new would help reach the remaining most vulnerable children that still face problems with their registry in the ANSES database, further closing the coverage gap. Most of those savings will finance a new activity under the project, Ventanilla Unica which need an extension of the closing date to be completed. DESCRIPTION OF PROPOSED CHANGES This restructuring will introduce the following changes: Introduce two new activities under Component 2 and make the necessary amendments in the Loan Agreement of Loan 8633-AR and 8903-AR, accordingly. The first new activity to be included in the project is the financing of the Ventanilla Unica by ANSES, which will reduce transaction costs for citizens by combining services offered by ANSES (Unidades de Atención Integral, or UDAI) and other government services (i.e. National IDs from RENAPER) into a one- stop shop. The project will expand ANSES’ network of UDAIs with mobile offices that will visit poorer communities, easing their access to important services like the national ID system (RENAPER) and further reducing other barriers like distance or awareness. The second new activity to be implemented by MSDS and will be aimed at reintroducing children into the AUH program whose benefits were suspended due to non-compliance with program requirements. While the original activity was aimed at detecting the barriers that led to their suspension from the AUH program, the new activity will finance the implementation of a systemic approach (through intervention protocols) to facilitate the re-insertion into the program. An 18-month extension of closing date of both Loan 8633-AR and Loan 8903-AR from December 31, 2020, to June 30, 2022 as requested by the Ministry of Finance. The extension is needed to allow adequate time for the implementation of the new activities, especially the Ventanilla Unica, which requires ample time for procurement an implementation. The closing date of both Loans will be aligned, which will also allow for proper verification of the DLIs and that targets have been met. The restructuring will not change in the PDOs nor scope of the project, and no additional safeguards will be triggered. Reallocate US$16,885,000 from Disbursement Category (3) to Disbursement Category (2) for loan 8633-AR. Within Component 2 (Closing the coverage gap of AUH), part of the resources originally allocated to disbursement category 3 (outputs), will be reallocate to disbursement category 2 (Goods, Non-Consulting Services, consultants’ services, Training and Operating Costs), to finance the activities of Ventanilla Unica. The new activity to be implemented by MSDS will be financed out of the remaining resources allocated in category 3 (outputs). Introduce indicators for the two new activities in the results framework and update the targets of Intermediate Results Indicators as a result of the extension of the Project. The six PDO indicators have been updated to reflect the extension of the project. One intermediate result indicator was replaced. Four new indicators have been introduced to monitor the implementation of both Ventanilla Unica and the new output. Four intermediate indicators have been adjusted to align financial and physical targets regarding the outputs included in the original design of the project. The remaining ten intermediate indicators have been updated to reflect the extension of the project. III.
