The key steps taken since then are: 1. Completion of the short-term bandwidth lease. This was followed by a procurement of a 2nd short term lease which was funded from the government budget. The second lease attracted more interest from suppliers and this competition drove down prices by 50%. This indicates that the strategy of using the purchase of short term leases in advance of the purchase of the IRU to raise awareness and confidence in the market has proved to be successful. The completion of the short-team lease has resulted in a significant improvement of the disbursement rate. Page 1 of 4 The World Bank Report No: ISR4286 2. The pre-qualification of bidders for purchase of the IRU was successfully completed. 10 out of 12 companies that submitted applications were successfully pre-qualified which indicates that there is strong interest in the tender in the market and that there will be effective competition between the bidders. 3. The IRU design and the drafting of the tender document were finalized after extensive consultation with procurement colleagues including RPM. Bids were received in September and contracting is in process (the key issue is the drafting of the SLA). Public Disclosure Copy 4. Other technical assistance exercises have been carried out in support of the regulatory authority and RDB.
