Has the Project Development Objective been changed since Board Approval of the Project Objective? No PHRPDODEL Components Name Overall Ratings Name Previous Rating Current Rating Progress towards achievement of PDO  Satisfactory  Moderately Satisfactory Overall Implementation Progress (IP)  Moderately Satisfactory  Moderately Unsatisfactory Implementation Status and Key Decisions Overall The Project faced some implementation challenges since it became effective which are mainly due to the delays in hiring of the PIU. However, with MICAF staff acting as the interim PIU until the hiring process is completed, there has been an advancement in the preparation of TORs and the first set of activities is expected to be initiated by the end of 2018. Moreover, the Annual Operational Plan (AOP) has been finalized and approved by the Bank, reflecting efforts to consolidate several activities and ensure effectiveness going forward. Likewise, the Procurement Plan has been revised to reflect adjustments in the AOP. The progress under each component mainly is as follows: 12/14/2018 Page 1 of 5 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Promoting Community-based Climate Resilience in the Fisheries Sector (P164257) Component 1 - Strengthening the Fisheries Policy and Regulatory Framework As part of the AOP and Procurement Plan revisions, the activities under this component have been consolidated to ensure efficiency and maximize synergies among different planned activities. The TORs for consultancies to develop a business plan for the upgrade of the Fisheries Division hatchery and a climate-resilient aquaculture farm, as well as to assess feed production for the aquaculture sub-sector and alternative feed production options are being finalized. Component 2 - Diversification and Fisheries-based Alternative Livelihoods As part of the AOP and Procurement Plan revisions, the activities under this component have been consolidated to ensure efficiency and maximize synergies among different planned activities. The TORs for consultancies to develop strategy, action plan, and guidelines for National Fisheries and Aquaculture Policy, as well as to develop community-based fisheries management strategies and action plans are being finalized. Component 3 - Capacity Building and Awareness Raising The TORs for consultancies to conduct a baseline assessment of gender and youth dynamics in the fisheries sub-sector in selected communities, as well as to conduct a knowledge, attitudes and perceptions assessment in the targeted communities have been finalized and are expected to be initiated by the end of January 2019. Component 4 - Project Management and Monitoring and Evaluation (M&E): Following revisions of the TORs, key positions in the PIU (i.e. Project Manager, Procurement Officer, Financial Management Officer and Admin Assistant) are about to be re-advertised. In the meantime, MICAF interim PIU will remain in place and rely on the technical expertise from the Fisheries Division so that smooth implementation and transition is ensured. In addition to finalization of the AOP and revisions of the Procurement Plan, some progress has been made in regard to the development of the Project Operations Manual (POM), which is expected to be finalized by mid-January 2019. The POM will be particularly important for specifying the overall approach, procedures and selection criteria for the implementation of livelihoods activities under the project.
