The Bank team comprised Claudia Sobrevila (Task Team Leader and Senior Biodiversity Page 1 of 7 The World Bank Report No: ISR7062 Specialist), Philip Schuler (Senior Economist), David Sislen (Sector Leader), Antonio Chamuço (Procurement Specialist), and Tandile Ngetu (Financial Management Specialist). The purpose of the mission was to review implementation of the first NACOMA project and to initiate the preparation of the NACOMA follow-up operation. As part of the mission, the team conducted field visits to assess the implementation of some matching grants in Walvis Bay and in Sandwich Harbor, reviewed implementation progress and carried out procurement and financial management assessments of the project. The mission also participated, on April 3, 2012, in a meeting of the NACOMA Steering Committee and of the ICZM Committee Public Disclosure Copy on April 4, 2012. At the meetings, the Regional Councils and MET confirmed their intention to finance the administrative and management costs of NACOMA for the next nine months. NACOMA has achieved impressive outcomes. One of them is the very transparent and participatory process with many key stakeholders (private sector, other line ministries, communities and local governments) to develop the National Policy on Coastal Management for Namibia (NPCM) that began in early 2006 and resulted in the publication of a Coastal Policy Green Paper in July 2009 and a White Paper in December 2010. The NPCM is currently waiting tabling by Cabinet but is anticipated for adoption before July 2012. The NPCM process resulted in a consensus by many sectors on many issues facing the coast. For example, one issue identified was the need to protect the natural resources and establish new protected areas. In 2009, the Namibian Islands Protected Area and in 2010 the Dorob National Park were established. With these two protected areas, the government has been able to set aside a "mega park" - the Namib Skeleton Coast National Park (NSCNP) - covering 10.754 million ha which is the 6th largest terrestrial park in the world and the largest in Africa. The mission was informed that MET has agreed to provide N$ 4.2 million to support the management and administrative costs of the NACOMA Project Coordination Office from May 1, 2012 until May 1, 2013. In addition, the four Regional Councils that are part of the ICZM Committee have also agree to pay the office rental of NACOMA until May 1, 2013 and provide operational support of up to N$ 1.2 million (300,000 for each Regional Council) for the same period.
