Amendment to Grant Agreement
Dear Mr. Toyoda,
We refer to the Grant Agreement ("Agreement") dated June 21, 2012, between Save the Children
Japan ("Recipient") and the International Development Association ("World Bank"), as administrator of
grant funds provided by Japan under the Japan Social Development Fund, and for the above-referenced
project. We further refer to your letter dated September 30, 2013, Ref. No.SCJ-73/62 requesting certain
amendments to block grants in order to facilitate implementation of the Project.
We are pleased to inform you that, after due consideration, the Association agreed to your
request. Consequently, the Association proposes to hereby amend the Agreement and as set forth below in
this letter of amendment ("Letter of Amendment").
1. Section 2.02 of the Annex is amended to read as follows:
"2.02. Project Execution Generally. The Recipient declares its commitment to the objectives
of the Project. To this end, the Recipient shall carry out the Project in accordance with: (a) the
provisions of Article 11 of the Standard Conditions; (b) the "Guidelines on Preventing and
Combating Fraud and Corruption in Projects Financed by IBRD Loans and IDA Credits and
Grants", dated October 15, 2006 and revised in January 2011 ("Anti-Corruption Guidelines");
(c) this Article II; and (d) the operations manual applicable to Community Block Grants dated
November 15, 2013, as amended from time to time ("Operations Manual)."
2.03. Institutional and Other
2. Grant Agreement, Part 4, 2.03 (b) (i) is amended to read as follows:
"(b)   (i)    The Recipient shall make community block grants to Community Education
Councils ("Community Block Grant Recipients") ("Community Block Grants") in accordance
with eligibility criteria and procedures set out in the Operations Manual."
All other terms and conditions of the Agreement except as amended herein remain unchanged.

Please confirm your agreement to the foregoing amendments by signing the form of confirmation
set forth and returning one fully executed original of this Letter of Amendment to us and retaining one
original for your records. This Letter of Amendment shall become effective as of the date of this letter,
upon the receipt by the World Bank of the original of this Letter of Amendment duly countersigned by an
authorized representative of the Recipient.
