BISP has already met the first two Disbursement Linked Indicators (DLIs) under the project's Additional Financing: (i) enroll and pay the basic cash transfer to at least 3.5 million beneficiaries eligible under the Poverty Scorecard, and (ii) publicize the Poverty Scorecard data sharing protocol and share data with at least two entities. BISP is also on track to meet an additional five DLIs by the end of Page 1 of 6 The World Bank Report No: ISR9631 the FY 13. The roll-out of the basic cash transfer continues and the piloting of the conditional cash transfer pilot has already been launched in five pilot districts. The first compliance based payment to the enrolled beneficiaries will be made in April for the quarter ending March 2013. Technology based payments are underway covering more than 65% of current beneficiaries. The grievance redressal mechanism is operational in all functional Tehsil offices of BISP. Public Disclosure Copy While BISP has made progress in several areas, Component IV (Developing the Social Protection Policy and Strategy Monitoring) continues to lag. Furthermore, there is a backlog of families who have been identified as eligible beneficiaries but have not been enrolled due to a delay on the part of the beneficiaries in updating their Computerized National Identification Cards. As a result there is a backlog of 2.7 million families who have been identified under the poverty score-card but are not yet receiving BISP payments.
