All 7,394 subsistence farmers and fishers registered under the project have received the mobile-phone accounts and electronic tags required for e-vouchers, and all but 50 have received their benefits. The feedback from merchants has been consistently positive: the scheme was seen as fair and effective; the e-voucher transactions were notably efficient; payments were generally quicker than with conventional processes; there was an increase in business and, in some cases, introduction of new customers was reported. Subsistence and commercial beneficiaries have in most cases used their funds for the re-construction of fences or the purchase of tools to restore their productive capacity, and have confirmed their appreciation of the assistance provided. The repair works for the aquaculture workshop have been completed, while the repair works to the Crops Division nurseries and pack house, and the Fisheries Division’s research vessel, are on track for completion by December 2015. Technical assistance will be provided to advise the government on disaster response and recovery in the agriculture sector, and the delivery of this support (including training for farmers on technologies and practices for more resilient agriculture) needs to be accelerated. In order to complete this work, the project closing date is being extended to 30 June 2016.
