The project is on track to reach the PDO which is to support the development of an effective national safety net system for poor households and inclusive and labor market relevant skills development programs. The GoSTP has made significant progress on project implementation. Several of the technical staff to support project implementation have already been recruited including an Overall Project Coordinator, a Project Coordinator for the Social Protection activities, and a Communications Specialist. The fiduciary agency - AFAP - is continuing to conduct procurement activities in a timely manner. There has been progress on all four components and at this stage the project is on track to reach the PDO. A summary of this progress includes the following: (i) technical support is already in place supporting the project implementation; (ii) key systems delivery are fully functional, namely the MIS and the payment mechanism; (iii) 2624 beneficiaries are enrolled in the Vulnerable Families Program (VFP); (iv) first payment cycle to VFP beneficiaries done on November 2019; (v) the National Council for Skills Development has been established; and (iv) the program to include entrepreneurial skills training in secondary education is underway. However, one activity that is delayed is establishing the Governing Board for the Hotel and Tourism School. An action plan to accelerate this activity is now in place. Taking into account the current implementation status, the ratings of the project for the progress towards achievement of PDO and overall implementation progress are satisfactory.
