In order to reduce the impacts of the emissions of the fires to the public, priority has been given to fire control and fire suppression on the municipal and Irma waste disposal sites. The Environmental and Social Impact Assessment and the Resettlement Action Plan work contracted by National Recovery Program Bureau (NRPB) in mid-May are ongoing. Discussions are also being conducted to identify an optimal resettlement plan for the communities facing environmental and health risks during project implementation. These discussions face challenges of limited land availability and Government limited experience with resettlement processes. Government decisions will be needed on key policy measures. With the contract for alternative daily coverage material signed and fire suppression contract advertised in April, improved landfill management and fire suppression are expected to start as soon as resettlement plans are consulted, approved and implemented. In parallel, the scope of work for debris clearance, 6/28/2019 Page 1 of 5 The World Bank Implementation Status & Results Report Sint Maarten Emergency Debris Management Project (P167347) collection, and processing, vector control, and ship salvaging are formulated. Future landfill management plan and long-term waste management proposals are being developed. The baseline was collected in the Air Screening Exercise carried out in Aug. 2018. In the Air Screening Exercise, Personnel samples were placed in track hoes while operators performed activities Comments: that were reported to be typical of a work day managing incoming municipal solid waste and hurricane related debris. Test stations were set up in the cabs of heavy equipment behind the operator’s chair, with the intakes of the sampling media drawing air from head levels near the breathing zone (approximately one foot from the operator’s face).
