The MTR mission confirmed the relevance of the PDO and adequacy of project design to achieve expected results. The mission assessed it would be possible that IFEMP activities complete by the Closing Date in 2021 and the PDO is achieved, provided that State Agency for Environmental 7/23/2019 Page 1 of 8 Public Disclosure Copy The World Bank Implementation Status & Results Report Integrated Forest Ecosystem Management (P151102) Protection and Forestry (SAEPF) provides appropriate institutional support and ensures close monitoring of the new sequenced implementation plan. The mission agreed on a detailed plan of action until December 2019 which timely implementation would be decisive for achieving the completion of all proposed strategic investments. Key project achievements todate include: development and approval of INRMPs for 13 participating Leskhozes (forestry enterprises); identification of Leskhozes boundaries; finalization of function review of SAEPF; identification of 100 strategic sub-projects and 20 microprojects to implement the INRMP; launching of the NFI, finalization of the first phase of FMIS, 356 ha of forest, nuts and fruit trees planted by Leskhozes as part of their contribution. The recently approved Concept for the Development of Forestry Sector is the demonstration of Government’s commitment towards forest sector reforming and of the significance of the project supported activities to implement this vision and ensure sustainability. Field visits and stakeholders’ consultations confirmed the high relevance of the IFEMP activities and underlined the commitment of Leskhozes and municipalities, and the interests of direct beneficiaries in these activities. Overall Comments PDO The Mission reviewed the project Results Framework (RF) for relevance of indicators and targets particularly given the implications of delays in implementation. Key recommendations of the MTR were: to revise the current RF as follows: (i) reduce the target for PDO indicator 1 to reflect Government re-organization of Leskhozes and Forestries since the project started ii) change the area targets for PDO indicators 2 and 3 that cover project-supported sustainable land used (SLM) practices and forest management plans to better reflect the outcomes of project interventions; and iii) to replace 12 of the 13 original intermediate results indicators and respective targets with 10 new indicators and targets that better capture outputs resulting from project activities. For PDO indicator 2, the area affected by investments needs to be estimated. Similarly, for indicator 2, the area under municipal forests operational plans needs to be estimated. Revision of the targets for PDO indicators will call for Project restructuring and requires an official request from the Ministry of Finance (MOF). The mission developed and discussed a theory of change (ToC) for the project with the PIU (see Annex 2 in the attached Aide Memoire). The PIU will review and finalize the ToC and revised RF indicators within July 2019.
