50386 STATUS OF PROJECTS IN EXECUTION ­ FY05 SOPE REGION: EAST ASIA AND PACIFIC COUNTRY: INDONESIA Operations Policy and Country Services SEPTEMBER 23, 2005 Report on the Status of Projects in Execution - FY05 Region: East Asia and Pacific Country: Indonesia Introduction The Status of Projects in Execution (SOPE) Report for FY05 provides information on all IBRD/IDA projects that were active on and beyond June 30, 2005. Thus it bridges the gap in information available to the public between the Project Appraisal Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. Now, in accordance with the Bank's revised disclosure policy, the SOPE Report is also available to the public. By publishing this improved report, we have addressed one of the main concerns we heard from the public during disclosure consultations ­ that the public has very little access to information on projects while they are being implemented. Readers familiar with past reports will note that projects that closed during the fiscal year are no longer included in the SOPE, since their Implementation Completion Reports are now also disclosed. The FY05 SOPE introduces a new element: in order to disclose project-by-project comparisons of disbursement estimates and actual disbursements, the SOPE report contains a line chart1 showing the original estimated disbursement schedule, the latest approved revised schedule (if any) and actual disbursements for investment operations and a table showing the loan/credit/grant amount and disbursements to date. 1 Notes: · Amounts for Projects in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. · Disbursement graphs are not included for Development Policy Loans, which provide quick- disbursing external financing to support policy and institutional reforms. Progress toward achieving development objective(s): The program is on track to meet its targets. Five individual subprojects were completed in the year, and others are under implementation. In addition, two sector plans in foam and mobile air-conditioning have been approved and implementation has begun. Further sector plans are under preparation for methyl bromide applications and metered dose inhalers, and these will assist in meeting national ODS phaseout targets. An important policy initiative supported by the Bank is that the Government should rationalize its import licensing and quota system to monitor and control the import of ODS. The Bank and other UN agencies will continue to work with the Government on this issue. Progress toward achieving development objective(s): The project continues to progress well. It has helped facilitate some important processes: development of ECD policy framework - Early Child Education (ECE) directorate in the Ministry of National Education (MONE) and new ECE units in many of the local governments have been established; and, most importantly, the inclusion of the ECD into the June 2003 Education Act. Staff and teacher training activities are also proceeding well. Most of the newly-trained teachers are performing competently, and advanced training in ECD methods including organizing play groups for pre-kindergarten children was recently conducted through intensive internships at well established ECD centers. Studies on Play Group and Day Care were completed in May 2003 and are providing input into formulating policy, including clarifying and strengthening role of the ECD directorate. And, finally, access is further being increased by construction of additional rooms in centers to accommodate play group activities and site works in the ECD centers have been completed, creating more comfortable and safer play ground for the children. Double shifting has begun in some centers. The provinces were making progress in conducting health sector reform among others in implementing new payment mechanisms for health care for the poor, improving quality of services by introducing new accreditation and licensing mechanism, and in implementing accountability measures for public services. Districts have gone through three block grant cycles aimed at improving the delivery of public goods to the community. This delay, which is a GOI rather than a project issue, has had a serious impact on progress in 2005. Generally, there is a high quality construction of water systems, equivalent to or exceeding construction by contract, based on WSSLIC 1 experience. Success in achieving the important sustainability, health behavior, and poverty objectives is less easy to project at this point, but there are increasing indications of positive outcomes in the initial five provinces (East Java, NTB, West Sumatra, South Sumatra and Bangka Belitung. Over 1,051 villages have prepared approved Community Action Plans, 907 villages have received their first tranche of block grant funds, and 649 communities have completed construction of their water and sanitation facilities. Overall, with the exception of the budget delays in FY 2005, the project is progressing satisfactorily, but with significant variation among components. There continues to be a high level of understanding and endorsement of the basic project principles and approach among district-level project staff and local governments (both provincial and district). It is difficult, however, to judge the success in achieving the important sustainability, health behavior and poverty objectives at this point although there are increasing indications of positive outcomes. Preliminary results of a study evaluation of the economic impact of WSLIC 2 indicate that the rate of return to water and sanitation sub-projects in selected villages is over 60 percent. The loan generally range in size from Rp 250,000 to Rp 3 million for agricultural as well as for other productive activities. The project performance in microfinance activities is generally good in Bengkulu Utara and Rejanglebong, but uneven in Bengkulu Selatan. The village infrastructure component is proceeding well. The quality of the work is generally satisfactory, and community are pleased with it. Similarly, the technology transfer component is doing well and is contributing to the improvement in productivity of investments made by the project beneficiaries. However, the quality of civil works needs to be improved and procurement activities need to be more transparent.
