  The project is now in the launching phase. Special account at the Central Bank of Tunisia is being set up; the implementing agency (CSPCL) is
  drafting the procedure manual and is updating the procurement plan with the help of the Ministry of Local Affairs and Environment. These latter two
  items are expected to be finalized respectively on Dec 31 2019 and Jan 31 2020.
