Project's Implementation Progress (IP) improved to Moderatly Satisfactory in the recent monhts, with a number of interim targets reached thanks to a significant boost in implementation effort by the Ministry of Finance, the Environmental Protectoin Agency, the Forestry Commission, and the Minerals Commission. Very high committment and efforts by the implementing agencies and rigorous oversight by the Steering Committee and sector stakeholders will be required to accomplish what the Project set out to do in the remaining one year of Project ending December 31, 2016. The Bank team will closely support this effort. Achievement of the Project Development Objective (PDO) also improved to Moderately Satisfactory: two of the five PDO indicators are fully on track and three are partially on track (with one of these expected to be on track by year end) vis-à-vis intermediate targets for Project Year 2 (end of calendar 2015). In particular, the revenue forecasting model for the natural resource sector has been prepared with a draft available and the model expected to become operational in 2016; twenty three District Mining Committees have been established and inaugurated, of which three have been equipped and eight have been trained; the Forestry Development Master Plan has been drafted and is undergoing consultations to be finalized in March 2016; the Nationally Appropriate Mitigation Action (NAMA) for sustainable charcoal has been drafted and will be costed and finalized in 2016; and the number of direct project beneficiaries is over 1,100 (exceeding the intermediate target of 845 beneficiaries at the end of 2015). Project results to date also include the following: production and nation-wide dissemination of the 2012-2013 Ghana Extractive and Extractive Industries Transparency Initiative (EITI) report disclosing revenue flows in the sector; development of Civil Society Organizations (CSO) Consultation Guidelines to guide Government and CSO engagement in Natural Resources and Environment; Public Expenditure Review for the Forestry Sector (available at http://www.mofep.gov.gh/sites/default/files/reports/NREG%20Report.pdf) examining spending patterns and their links with the established sector priorities and the potential for improved service delivery; update of the Plantation Development Strategy planned for validation in January 2016); finalization of the Artisanal and Small Scale Mining (ASM) Framework covering issues of galamsey and legal artisanal mining; and Needs Assessment for the Minerals Commission and the Environmental Protection Agency to enhance their capacity for handling ASM (with training and equipment, as per needs identified, to be provided in 2016).
