I Introduction The World Bank Atlas, now in its 31st year, provides a quick view of the state of life on our planet, measured by key development indicators and illus- trated by colorful and informative maps. For quick reference , the data are also displayed on each page in summary charts and tables. The World View section focuses on development goals for the 21st cen- tur y and the challenges of economic stagnation in the wake of the East Asian financial crisis. People, Environment, and Economy presen t data on more traditional development topics. States and Markets provides indicators of private investment and infrastructure, reflecting the interplay of a wide range of development issues. And Global Links documents the forces of global integration with data on trade, financial flows, and tourism. Every effort has been made to standardize the data and to observe interna- tional definitions and classifications, but differences in statistical and collection methods mean that the indicators are not always strictly compa- rable. The quality of the data also remains a major issue. As in earlier edi- tions, brief descriptions of the data are included in the technical notes, and more detailed notes are available in the World Development Indicators and its CD-ROM edition, which also includes full time series. But as populations and economies grow, many nations crash into the constraints. Air and water do not provide infinite sinks for the waste products of human activity. Mismanagement of the resource base can lead to the collapse of biological resources and the degradation of both natural and agricultural areas. Deforestation puts a vital resource at risk. Latin America is the most forested region, with 45 percent of its land covered by trees-and the Middle East and North Africa the least, with a mere 1 percent in trees. It also provides the resources to lift people out of the worst forms of poverty. Over the past two decades the coun tries of East Asia and the Pacific have led the way-with their GNP per capita rising by 8 per- cent a year. Lagging behind are Africa, the Middle East, and the transition economies of Europe and Central Asia-where the GNP per capita is lower today than in 1980. One difference for the leaders is their move from agriculture to indus- try and services. Low-income economies still have 28 percent of their pro- duction in agriculture, while middle-income countries are at 11 percent, and high-income countries, at 2 percent. Another differe nce is the way the leaders have been managing their economies-keeping inflation in check, holding trade deficits down, using foreign borrowings wisely, and main- taining a healthy rate of domestic investment.
