The signing ceremony is expected for November 2014 and its effectiveness by January - February, 2015. For meeting the effectiveness condition, the Government has already prepared a draft subsidiary loan agreement and the Bank completed its review. A Project Preparation Advance (PPA) was mobilized for the Project that has allowed the Government to advance some of the Project activities, such as recruiting and maintaining Page 1 of 5 The World Bank Report No: ISR16381 project staff, and advancing the preparation and implementation of project components. During the project preparation, the Government identified the first sub-project under Component 1 – Climate Resilient Infrastructure. The first sub-project was identified through a series of analytical work and was also vetted by key stakeholders, leading to the formal approval by Cabinet members. The ToRs for the feasibility study for the first sub-project is Public Disclosure Copy under technical review and is expected to be finalized shortly. For Component 2 – Technical Assistance for Improved Climate Resilience, consultancy has been mobilized to further develop the National Spatial Data Infrastructure (NSDI) and it is implementing well with good progress to date. In addition, the Bank team plans to mobilize global expertise and provide close technical support to define the scope of the proposed TA on integrating disaster risk management (DRM) into land-use planning. Key staff for the Project Management Unit has been mobilized, with exception of project coordinator. The selection process for project coordinator is now under way. Finally, for Component 4 – Contingent Emergency Response, a World Bank team is preparing a technical mission in October 2014 to support the Government with the requirements to make the component effective.
