Results Area 1: Participatory Watershed Management DLI#1 requires approval by the Council of Ministers of the Community Watershed Management and Utilization (CWMU) Proclamation. After provision of comments by the World Bank team, on September 2, 2019 MoA submitted the draft CWMU Proclamation for review by the Attorney General’s (AG’s) office. The AG has provided comments, and if these do not require substantive revisions to the draft proclamation, MoA expects to submit the proclamation for consideration by the Council of Ministers. The Natural Resource Management Directorate (NRMD) of MoA has held two workshops to inform regional governments of the objectives and modalities of the CALM PforR Results Area 1, which have been well received. In addition: (i) the update of the Community Based Participatory Watershed Development Guidelines has been completed, and will now be sent for printing; (ii) elements relating to Results Area 1 have been completed for the Project Implementation Manual requested by the Ministry of Finance (MoF); (iii) MoUs with the Agricultural Extension Directorate of MoA and the Ethiopian Institute Agricultural Research (EIAR) for support to Results Area 1 have been drafted; (iv) MoUs with regional Bureaus of Agriculture are under development for implementation of Results Area 1; (v) a guideline is under preparation for the creation and functioning of Watershed User Associations (WsUAs); (vi) NRMD is working closely with MoA’s Planning Directorate to develop an M&E system for Results Area 1 that will be compatible with MoA’s management information system (currently under development), and that will draw on the e-monitoring approaches that MoA is currently testing in pilot woredas; and (vii) MoA ‘s Procurement Directorate has assigned a member of staff to work full-time on the CALM PforR. A key next step for NRMD is to prepare the Annual Work Plan and Budget (AWPB) for Results Area 1 and submit this to MoF for financing out of the advance provided by the World Bank. Results Area 2: Rural Land Administration DLI#4 requires approval by the Council of Ministers of the Rural Land Administration and Use (RLAU) Proclamation. Following review by the World Bank team and the AG’s Office, MoA submitted the RLAU Proclamation on August 30, 2019 for consideration by the Council of Ministers. The Rural Land Administration and Use Directorate (RLAUD) has also held two well-received workshops to inform regional governments of the objectives and modalities of Results Area 2. Verification MoF has provided the Central Statistical Agency (CSA) with a formal mandate to conduct verification of the achievement of results under the DLIs for the CALM PforR. Based on this, CSA is preparing a verification manual which MoF intends to submit to the Bank team for review and approval. CSA intends to establish a capacity building contract under which experts with experience in watershed management and land administration will work closely with CSA agents to collect the data required for verification of the DLI results reported by MoA, based on the procedures set out in the verification manual. Review and Audit of the Environmental and Social Management System (ESMS) MoF’s Channel One Program Coordination Directorate (COPCD) has designated a member of staff to work with the Bank team to draft Terms of Reference for independent review and audit of the ESMS. Key next steps in this regard are: (i) formation of the Social Accountability Unit within COPCD, as required under the Ethiopia Social Accountability Program, to prepare and oversee the contract for this activity; and (ii) initiation of the procurement process to hire a contractor for this activity.
