All DLI targets in 2018 have been achieved, but unlike the previous years, the Project slightly missed 2 of the yearly targets for the PDO, namely the indicators associated with teacher training for early childhood education and the dropout rates for full time schools. The municipal government has substantially increased the effort to achieve the targets for these indicators in 2019. The progression of intermediate indicators and the overall progress of the implementation indicates a high probability of all targets being attained, when the information of the indicators are available in early 2020. The ongoing activities under Component 2 have produced relevant outputs to inform and strengthen the capacity of the Secretariat of Education to plan and implement programs and policies. Key activities include a thorough diagnostic of the school network and design of an action plan to optimize the allocation of resources, as well as the impact evaluation of full-time school program. The impact evaluation of the accelerated learning program was interrupted due to low quality of the outputs delivered by the consultant and the Bank team is working directly with the data to produce a rapid impact assessment. The overall disbursement rate is 79.5% (US$103.4 million out of US$130 million) and the results-based component disbursement rate is 79% (US$94.8 out of US$120 million).
