The project is at a 53% disbursement rate and about 70% of engagement rate meaning that 70% of the project amount is already engaged (based on the contract signed but not yet completed). Rural Roads Improvement: The rehabilitation of 445 km of rural roads in the regions of Sikasso and Koulikoro under the first phase of civil works has been completed. The contracts of the second phase of the civil works of about 572 km of rural roads have been signed and the notices to proceed were issued early November 2019. Phase 2 civil works are expected to be complete before the beginning of the next rainy season (June 2020). In parallel the engineering and safeguards studies for the final phase ( about 600 km of rural roads) will begin by the end of January 2020. 12/20/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Mali - Rural Mobility and Connectivity Project (P160505) Small Basic Infrastructures along the project roads: The construction of basic infrastructures at the request of the population living along the roads of the phase I ( construction of 38 classrooms, rehabilitation 7 health centers, construction of 25 water wells with pump, construction of 4 gardening perimeters for women groups, and construction of 3 warehouses) are expected to be completed in January 2020. The construction of the basic services for the second phase are expected to be completed by end of June 2020. Preliminary Impact of the rehabilitation of 445 km of rural roads under the first phase: Due to the good physical condition of the roads, the percentage of agricultural products transported from the village markets (isolated before the rehabilitation) to the primary markets have increased from 30% to 43%. About 140 basics services ( schools and health centers) are now accessible all year round. The travel time on the rehabilitated roads have decreased by 50%. Finally about 6000 short term jobs ( cash for work for the local population) were created in these rural areas for an estimated total amount of wages paid of 1.0 million US dollars. Gender Based Violence: The project already has preventive measures to against gender-based violence. (i) All the contractors of the ongoing phase II civil works have adopted a code of conduct (translated into national languages) prohibiting all forms of GBV/SEA and all workers have signed the code of conduct ( copies of the signed code of conduct were sent to the Bank). (ii) mandatory and repeated training of the workers about unaccepted conduct toward local community are being conducted. (iii) The contract of the supervision engineer includes explicit obligation to supervise and report on GBV and (iv) There is an operational GRM in place. The project also has a GBV action plan which includes accountability and response measure including referrals to services needed by the survivors. The GBV action plan was approved by the bank in November 2019. The PIU is finalizing the TORs for the recruitment of an NGO in charge of monitoring GBV.
