The expected result is to ensure that the local government and community participants have the awareness, tools and background information they need to participate in the formulation of an economic development plan at the local level. A consultant was recruited in January 2016 to support the revision and implementation of the Communal development plans that incorporate the principles of ICZM and climate change adaptation. The six communes have been identified within the project areas in the 3 provinces. This includes a study in 3 phases ; Phase 1 has been prepared by the consultant in collaboration with the president of the selected communes and submitted to the PMU for review and comments. This activity is expected to be completed by July 15, 2016. Although the current value of the GEO indicator is 0, the end target of 6 will be reached by July 2016 with the update and approval of all six communal development plans. The 3 contracts planned for this sub-component have already been awarded. Although most activities have been launched, progress is not yet captured in terms of end target values as these are not expected to be achieved until towards the end of the project life. Most of activities under Component 2 made good progress towards achievement of key intermediate result indicators targets and, hence towards the Global Environmental Objective (GEO) and associated indicators. Details on progress reached under indicators and activities contributing towards these are provided below to highlight what is being achieved towards the respective indicators: For sub-component 2.1, the study phase of the Site of Biological and Ecological Interest (SIBE) of Moulouya was completed by the development of the three studies provided under this sub-component; the hydrological study, ecological and that concerning the development of the range of the SIBE of Moulouya. However, the ecological diagnostic study, socioeconomic, ecological mapping and monitoring program is underway and includes four missions. This study is expected to be completed by September 30, 2016 after a period of eight months of implementation. The execution of works which includes the improvement of the conservation and management of sensitive coastal areas are scheduled to start at the end of April 2016. The 3 contracts planned as part of this sub-component have already been awarded. The awareness campaign should be developed and implemented during the implementation of the activities. End target should be reached by end of October 2016. Sub-component 2.2 on improved fisheries management is advancing very well with the launch of the works for both the shellfish and seaweed farms including involvement of the selected cooperatives, and associated trainings and capacity building activities. Completion of works is scheduled for September 2016. As per the artificial reef, the study phase has been achieved and the bidding process to install the artificial reef will be launched by April 28, 2016.The site has been identified and confirmed and the association of beneficiaries that will manage the reef is organized and has already benefitted from the first sessions of trainings. End Target should be reached by January 2017. Sub-component 2.3 on Soil and water conservation and income-generating activity the restoration of soil and planting fruit over a total of 500 ha in two communes (Boudinar and Beni Chiker) has been secured and the target of 500 ha where sustainable land mgt. practices were adopted has been achieved. As per the income generating activities planned under this sub-component, the project supported the promotion of apiculture by supplying local women’s groups with hives and other equipment and technical advisory services including theory and practical training sessions. The expected result of creating three functioning apiculture cooperatives has been exceeded as one additional cooperative of women also benefited from the apiculture in the Commune of Boudinar. Sub-component 2.4 on the promotion of ecotourism has financed a feasibility study on ecotourism which has been completed and five small scale lodges have been selected for the rehabilitation and furnishing. The project partner responsible for the implementation of this activity will soon start the bidding process to begin works. The training of tourist operators and promotion of tourist activities will start in coordination with the rehabilitation works.
