The emergency works in Santiago are 85% complete and is expected to be fully complete by the end of May 2019. The progress on the road works in Santo Antao has been slow, following the delay of works, with only 30% completion. The expected completion date is April 2020. Works on the three recently signed (February 2019) road contracts (Cidade Velha, Cha de Tanque, Boa Entradinha) are expected to be launched in May 2019 with an expected completion by September 2020. All Resettlement Action Plans (RAPs) have been executed and compensation paid. The Codes of Conduct have now been regularized in all contracts, and training on Gender-Based Violence is planned before the launch of works. Effective implementation of axle load control has still not taken place. The Government intends to adopt the corresponding law and publish it by the end of June 2019. It then plans to organize an information and awareness raising campaign for road users. This is a dated covenant of the additional financing set for May 14, 2018 (6 months after effectiveness). Component 3. The mission has been informed that the revised highway code will be part of the same package as the one on axle load control (see above). Component 4. The project is financing a study to increase the efficacy and effectiveness of the Road Fund (FAMR). The additional financing stipulates under the dated covenant that the Government will approve the study's recommendations and ensure the FAMR adopts and implements them within 12 months of effectiveness (i.e. November 14, 2018). Despite the delay, progress has been made in procurement for the study. The technical proposal of the sole bidder is currently being evaluated. Another study will assess the vulnerability of the road network to climate risks and propose an adaptation strategy to reduce these risks and enhance the resilience of the road network. Contract signing with the selected firm is expected this month, and the study is expected to be completed by the end of the year. The Technical Advisor hired to support the process is working well.
