Results from the most recent (2017) Court User Survey results are publicly available on the court web portal, showing a user satisfaction of 46.9% (average, excluding justice employees). Technical assistance provided under this project: Three legal aid pilots (services are provided by NGOs, private practitioners, and a university) have commenced in May/June 2018. The immediate pick-up by target groups has proven the need for such front-line services. The World Bank team is working with the MOJ and relevant stakeholders to turn the pilots into sustainable long-term solutions. Also, the project supports a pilot mediation center at Baku City Yasamal District Court, which started to operate in June 2018. Taking into account the findings and lessons learnt from the pilot as well as the legal expertise provided under the project, a law was passed in April 2019 making mediation compulsory for certain types of cases.
