No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status 1. Overall, the Project continues to make satisfactory progress towards the achievement of the Project Development Objective (PDO). The PDO remains valid and achievable. Implementation of planned activities continues to progress according to the approved procurement plan. 2. The Project’s implementation performance continues smoothly with the new management in the General Directorate of Land Registry and Cadastre (TKGM) and the well-received World Bank support for implementation. Notably, the new vison of TKGM to complete the modernization of the Turkish Cadastre by 2021 is fully consistent with the PDO. 3. At this time, project implementation continues to be predominantly focused on Component 1, Cadastre and Land Registry Renovation and Updating. Under this component, the primary activities are cadastre renovation and digitization works, carried out through 106 ongoing contracts. All ongoing cadastre renovation contracts are expected to be completed by the end of 2019 , thereby surpassing the Project end target of 2.1 million parcels renovated. Bidding processes for additional renovation and digitization contracts are planned to start at the end of 2019 to reach the targets set by the new TKGM vision. Activities under Component 2, Improved Service Delivery, are mostly related to the implementation of the integration of the land registry and cadastre systems -- the Turkish Land Registry and Cadastre Information System (TAKBIS) and the Spatial Property Information System (MEGSIS), which has not yet reached conclusion since integration efforts commenced under the original project. Component 3, Human Resources and Institutional Development, with the major activities being strategic planning and training, is on track. Component 4, Property Valuation, has seen the successful completion of mass valuation pilots, development of policy options and the preparation of a valuation policy. At this stage, further work under Component 4 has not been identified, pending approval of the legislative changes that would give TKGM authority to work on valuation issues. In the meantime, TKGM has undertaken significant work on the draft Presidential decree regulating administrative activities and preparatory work on the 2019 Year Medium-Term Program to be in the position to be able to carry effective action once the decree has been promulgated. Overall, under Component 5, Project Management, performance is satisfactory with the PIU being fully staffed and effective. Project management, The World Bank Turkey Land Registration and Cadastre Modernization Project (P106284) including monitoring and evaluation continue to be moderately satisfactory. 4. Fiduciary arrangements continue to be satisfactory and there are no outstanding audits. Environmental and social safeguards are also satisfactory. The Project is compliant with all legal covenants. B. Rationale for Restructuring 5. The necessity to restructure the Project was identified and fully agreed with TKGM as part of the implementation support mission dated April 9-13, 2018. The Bank received the official request from the Ministry of Treasury and Finance on September 14, 2018. 6. Since the Additional Finance (AF) project effectiveness, there has been a significant overall devaluation of the local currency (Turkish Lira – TL) against the currency of the Loan (Euro)1. The devaluation has generated extra funds to undertake additional project activities, which would eventually lead to greater results and increased end targets for cadastre renovation works. The Government has introduced a new e-government vision, which requires the completion of the upgrading of the Cadastre by 2021. The Project would need to be extended by one year (to December 31, 2021) to enable the Government to utilize the extra funds and contribute to the achievement of the referred vision. The restructuring will also enable TKGM to increase the end targets for cadastral parcels renovated by about 17 percent (3.7 million parcels vs. 2.1 million parcels). 7. The financing percentages, currently 90 percent IBRD and 10 percent counterpart funds, are expected to change to 30 percent and 70 percent respectively from 2019 onwards. Such change will have a major impact on the ability of the Government to benefit from the additional funds generated by the devaluation of the local currency. The restructuring, thus, proposes to maintain the existing financing percentages (with the Bank’s financing share of 90 percent of all disbursements), in order to maximize the use of Bank funds for additional cadastre renovation activities. 8. In view of above, the Project Results Framework (RF) will need to be updated to include increased targets for Cadastre renovation, which represents core project activities. Several indicators, both at the PDO and intermediate level, will be rectified in order to be fully measurable and trackable. The team expects that the above changes to the RF will improve the project’s monitoring and evaluation arrangements and allow to better grasp all Project results and performance by the closing date. 9. In light of the recent budgetary restrictions in the country, which affect the entire 2019 Central Government Budget, as part of the financial discipline measures, the Government informed the World Bank that they may consider further changes in the project in the third quarter of 2019. II. DESCRIPTION OF PROPOSED CHANGES A. Extension of the project closing date 10. The restructuring will extend the Project for a period of 12 months, by amending the closing date from December 31, 2020 until December 31, 2021. B. Financing percentages 11. The project financing percentages, which are at 90 percent from Bank proceeds and 10 percent from the Government share, are scheduled to change to 30 percent from the Bank and 70 percent Government share from January 1, 2019. Under the restructuring, the financing percentages will be retained at 90 percent from the Bank and 10 percent Government. Adjustment of the Results Framework PDO Indicators 12. The original RF has four PDO indicators, of which two are already fully achieved. The revised RF has six PDO Indicators (see Annex 1 for details of changes to the RF). 13. The restructuring proposes that two PDO indicators be revised, as follows: (i) PDO Indicator #1 – Improved customer satisfaction for land registry and cadastre services be reduced to 90 percent for each year from 2018 to 2021 inclusive to reflect changes in the customer satisfaction surveys to target different types of customers and cadastre services specifically; and (ii) PDO Indictor #4 – Increase in number of external users who have on-line/off-line access to digital cadastre information be revised to measure “Active protocols with other public and private institutions having on-line access to digital cadastre information from TKGM”, and appropriate annual targets for 2018 to 2021 assigned. Finally, two new PDO Indicators are to be adopted: (i) PDO Indictor #5 – Cumulative number of TKGM and contractor personnel trained to implement cadastre renovation and digitization; and (ii) PDO Indicator #6 – Total number of parcels renovated/updated and in digital form. Intermediate Results Indicators 15. Component 1 - Cadastre and Land Registry Renovation, Data Improvement and Updating. Three Intermediate Results Indicators were completed under the original project: Indicators # 5, 6 and 7. Three Intermediate Results Indictors will be dropped as they cannot be appropriately measured: Indicator #2 - Target population with use or ownership right recorded as a result of the project; Indicator #3 - Land parcels with use or ownership rights records because of the project; and Indicator #4 -Land area with use or ownership rights records as a result of the project. The Intermediate Result Indicator #8 has been revised as follows: “Total number of parcels for which data are verified and available in MEGSİS”. That is consistent with TKGM’s processes for data verification and making available through the spatial system MEGSIS. The end targets for three Intermediate Results Indictors will be revised to account for additional cadastre renovation works and the project extension (Indicator #1.1 - Total number of parcels renovated; Indicator #3.1 - Land parcels with use or ownership rights recorded as a result of the project-female; and Indicator #8 - Total number of parcels for which data are verified and available in MEGSİS). 16. Component 2 – Improved Service Delivery – Five of the six Intermediate Results Indictors have been achieved under the original project. It is proposed to revise the targets for Indicator #13, as reformulated – Number of annual on-line enquiries from TAKBIS, to cover the extended project period. 17. Component 3 – Human Resources and Institutional development - Two New Intermediate Results Indictors are proposed to better evaluate the component progress: (i) Indicator #15.1 – Number of TKGM staff trained in cadastre renovation and digitization works; and (ii) Indicator #15.2 – Number of contractors trained in implementation of cadastre renovation and digitization works. 18. Component 4 – Property Valuation - All three Intermediate Results Indicators have already been achieved. There are no proposed changes. III.
